1997-44 Dept. Organization - CC Administrator ORDINANCE NO. 44-97 • AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 2-40, DEPARTMENTAL ORGANIZATION, AND SECTION 2-43, POLICY AND PROCEDURES, OF ARTICLE III., ADMINISTRATIVE CODE, OF CHAPTER 2 OF THE CODE OF ORDINANCES OF THE VILLAGE BY CHANGING THE TITLE OF COUNTRY CLUB DIRECTOR TO COUNTRY CLUB ADMINISTRATOR AND PROVIDING THAT THE DEPARTMENT HEAD OF THE COUNTRY CLUB SHALL BE IMMEDIATELY RESPONSIBLE TO THE COUNTRY CLUB ADMINISTRATIVE BOARD; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. Section 2-40, Departmental Organization, of Article III, Administrative Code, of Chapter 2 of the Code of Ordinances of the Village of North Palm Beach is hereby amended to read as follows: "Section 2-40. Departmental Organization. • (a) The administrative service of the Village shall be divided under the administrator into the following departments and heads thereof: (1) Department of Finance, Director of Finance. (2) Department of Public Safety, Director of Public Safety. (3) Department of Public Services, Director of Public Services. • (4) Department of Recreation, Director of Recreation. (5) Department of Library, Librarian. (6) Department of Country Club, Country Club Administrator. (b) In addition, there shall be a Department of records headed by the Village Clerk and a Department of Treasury headed by the Village Treasurer under the Village Council, which departments shall be coordinated into the administrative service and cooperate with the administrator so as to coordinate the entire administrative service of the Village.~~ Section 2. Section 2-43, Policy and Procedures, of u Article III., Administrative Code, of Chapter 2 of the Code of Ordinances of the Village of North Palm Beach is hereby amended to read as follows: "Section 2-43. Policy and Procedures. (a) Officers. Each officer shall perform all duties required of his office by state law, the charter, the Code of the Village, and such other duties not in conflict therewith as may be required by the Village Manager. (b) Department Heads. The heads of departments shall: (1) Responsibility to Administrator. The heads of departments other than the Country Club shall be immediately responsible to the Village Manager for the effective administration of their respective departments and all activities assigned thereto, except as provided in Section 2-40. The Country Club Administrator shall be immediately responsible to the Country Club Administrative Board for the effective administration of its department and all activities assigned thereto. r ~ ~J 2 • (2) Inaugurate sound practices. Keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the Village Manager, such new practices as appear to be of benefit to the service and to the public. (3) Report to Village Manager. Submit monthly and annual reports of the activities of his department to the Village Manager. (4) Maintain records. Establish and maintain a system of filing and indexing records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the periodic reports to the Village Manager. (5) Authority over employees. Have power, when authorized by the Village Manager, to appoint and remove, subject to personnel policy regulations for personnel, all subordinates under him. • (6) Maintain equipment. Be responsible for the proper maintenance of all village property and equipment used in his department. (c) Departments. Each department shall furnish, upon the direction of the Village Manager, any other department such service, labor and materials as may be requisitioned by the head of such department, and as its own facilities permit, through the same procedure and subject to the same audit and control as other expenditures are incurred." Section 3. If any section, paragraph, sentence, clause, phrase or word of this ordinance is for any reason held by a Court to be unconstitutional, inoperative or void, such holding shall not affect the remainder of this ordinance. • 3 • Section 4. All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. Section 5. This Ordinance shall take effect immediately upon passage.
