ORDINANCE NO. 43-97
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING SECTION 9-21, DUTIES, OF ARTICLE II.,
ADMINISTRATIVE BOARD, OF CHAPTER 9, COUNTRY CLUB, OF THE COPE OF
ORDINANCES OF THE VILLAGE; PROVIDING FOR SEVERABILITY; PROVIDING
FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORllINANCES ZN CONFLICT
HEREWITH; AND, PROVIDING FOR AN EFFECTIVE DATE.
BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,

FLORIDA:
Section 1. Section 9-21, Duties, of Article II.,

Administrative Board, of Chapter 9, Country Club, of the Code of
Ordinances of the Village of North Palm Beach is hereby amended to
read as follows:
"Section 9-21. Duties.
(a) Management and administration policies. The
Board shall implement the policies established by
the Village Council and provide for the daily
administration and operation of the Country Club
and its various club activities. The Board shall
not in its management and administration of the
Country Club discriminate between club members and
Village resident non-members which would favor the
club members' accessibility to club facilities.
(b) Country Club Administrator. The Board shall
meet with the Club Administrator on a regular basis to
coordinate and insure implementation of programs and
activities by the Club Administrator at the Country
Club.

(c) Village Employees. The Country Club
Administrator is responsible for evaluating all
Country Club employees.
(d) Capital Improvement Programs. The Board shall
review and approve all plans for capital improvements
at the Country Club presented by the Club
Administrator.
(e) Purchase Orders. The Country Club Administrator
shall issue all purchase orders at the Country Club
in accordance with the latest Village purchasing rules
and regulations. The Board shall review and keep
itself informed as to issuance of purchase orders.
(f) Evaluation of Club Administrator. The Board
shall review and evaluate the performance of the
Country Club Administrator at least once annually
during the month of August. Said review and
evaluation shall be in accordance with specific
criteria developed jointly by the Board and Club
Administrator. The Board shall provide the Club
• Administrator with an adequate opportunity to discuss
this evaluation with the Board. Annually, the Board
and Club Administrator shall define goals and
performance objectives which they determine necessary
for the proper operation of the Country Club, and, in
the attainment of the Board's policy objectives.
These goals and objectives shall be provided to the
Club Administrator in writing annually prior to April
15 and be reasonably attainable within the time limits
as specified."
Section 2. If any section, paragraph, sentence, clause,
phrase or word of this ordinance is for any reason held by a Court
to be unconstitutional, inoperative or void, such holding shall not
affect the remainder of this ordinance.
Section 3 All Ordinances or parts of Ordinances in
conflict herewith are hereby repealed.

Section 4. This Ordinance shall take effect immediately
upon passage.
