A. STATEMENTS FROM THE PUBLIC, PETITIONS AND COMMUNICATIONS
Members of the public may address the Council concerning items on the Consent Agenda or any
non - agenda item under Statements from the Public. Time Limit: 3 minutes
Members of the public who wish to speak on any item listed on the Regular Session or Workshop Session
Agenda will be called on when the issue comes up for discussion. Time Limit: 3 minutes
Anyone wishing to speak should complete a Public Comment Card (on the table at back of Council Chambers)
and submit it to the Village Clerk prior to the beginning of the meeting.

C. PUBLIC HEARINGS AND QUASI - JUDICIAL MATTERS
1. PUBLIC HEARING AND SECOND READING OF ORDINANCE 2013 -02 — CODE
AMENDMENT — REPEALING SECTION 5 -26. FUELING OF MARINE CRAFT Consider a
motion to adopt and enact on second reading Ordinance 2013 -02, a proposed ordinance
amending Chapter 5, "Boats, Docks and Waterways" of the Village Code of Ordinances by
repealing Section 5 -26, "Fueling of Marine Craft," in its entirety.
ACTION
D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or
pro -forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically
convey that item to the Regular Agenda for separate discussion and vote.

2. Receive for file Minutes of the Planning Commission meeting held 1/8/13
3. Receive for file Minutes of the Business Advisory Board meeting held 1/28/13
Recommendation: Regarding Small Business Grant Program "increase the grant from $5,000 to $7,500;
eliminate the percentage impediments regarding painting, etc." (see Regular Session item 6E4)

RESOLUTION — LAW ENFORCEMENT MUTUAL AID AGREEMENT Consider a motion to
adopt a proposed resolution approving the Palm Beach County Operational Assistance and
Voluntary Cooperation Mutual Aid Agreement and authorizing its execution.

2. RESOLUTION — GRANT PREPARATION AND MANAGEMENT SERVICES AGREEMENT
Consider a motion to adopt a proposed resolution approving an Agreement with RMPK
Funding, Inc. for grant preparation and management services and authorizing its execution.

3. RESOLUTION — JULY 4, 2013 FIREWORKS BID AWARD Consider a motion to adopt a
proposed resolution accepting the proposal of Pyro Engineering, Inc., d /b /a Bay Fireworks for
July 4, 2013 fireworks display at a total cost of $20,000, and authorizing execution of a contract.

4. MOTION — SMALL BUSINESS GRANT PROGRAM Consider a motion to approve
increasing the matching grant amount of the Village's Small Business Grant to $7,500 and
eliminating the 20% limit for exterior painting.

the Village Clerk's office at 841 -3355 at least 72 hours prior to the meeting date.
This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties
and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda.
