Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present. Mayor DuBois, Commissioner Hockman, Commissioner Stevens, and
Town Manager Sugerman were present on behalf of the Town of Lake Park.
The purpose of the Joint Session was to consider a proposed ordinance amending the Village
Shoppes Planned Unit Development (PUD) to allow for the installation of monument signs, grant
a waiver for one additional monument sign, and provide a procedure for future minor modifications
to the PUD; and to receive comments and input from the Lake Park Town Commission concerning
the proposed ordinance.
Mr. Green detailed the request to amend the PUD to allow additional signage and to eliminate
the joint meeting requirement for future minor amendments. Mr. Green reported the Village of
North Palm Beach Planning Commission and Town of Lake Park Planning and Zoning Board
held a joint meeting on October 18, 2012 and voted unanimously to approve the PUD amendments,
with the addition of two conditions that would be considered major modifications requiring joint
approval by North Palm Beach and Lake Park: (1) Any changes to parking areas impacting
existing landscape buffers or resulting in a net reduction in the total number of parking spaces;
and (2) any relocation of dumpster or loading areas.
Mayor Norris opened the public hearing. There being no comments from the public, Mayor Norris
closed the public hearing.
Attorney Larry Smith was present on behalf of the applicant, Village Shoppes at U.S. 1, LLC.
There were no recommendations or comments from the Town of Lake Park.

SECOND READING AND ENACTMENT OF ORDINANCE 2012 -11 — VILLAGE SHOPPES
PLANNED UNIT DEVELOPMENT (PUD) AMENDMENT
A motion was made by Vice Mayor Manuel and seconded by Councilman Gebbia to adopt and
enact on second reading Ordinance 2012 -11 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING ORDINANCE NO. 03 -2003 TO AMEND THE VILLAGE
SHOPPES PLANNED UNIT DEVELOPMENT TO ALLOW FOR THE INSTALLATION OF
MONUMENT SIGNS CONSISTENT WITH VILLAGE CODE REQUIREMENTS, TO
GRANT A WAIVER FOR ONE ADDITIONAL MONUMENT SIGN ALONG U.S.
HIGHWAY ONE, AND TO PROVIDE A PROCEDURE FOR FUTURE MINOR
MODIFICATIONS TO THE PUD; PROVIDING FOR SEVERABILITY; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
Thereafter, the motion to adopt and enact Ordinance 2012 -11 on second reading passed unanimously.
ADJOURNMENT
With no further business to come before the Council and Commission, the meeting was
adjourned at 7:37 p.m.
