ROLL CALL
Mayor Norris called the meeting to order at 7:00 p.m. All members of Council were present. All
members of staff were present.
INTERVIEWS OF BUSINESS ADVISORY BOARD APPLICANTS
The following persons were present for interviews with the Village Council:

RESOLUTION 2012 -72 — BUSINESS ADVISORY BOARD APPOINTMENTS
By written ballots, the originals of which are attached to the minutes of record, the Council
appointed Craig Crombie and Mark Mullinix as regular members with terms expiring April 30, 2015;
Holly Perella and Kim Willard as regular members with terms expiring April 30, 2014, James
Carpenter as a regular member with a term expiring April 30, 2013, Ronald Lantz as 1 st alternate with
a term expiring April 30, 2013, and Raj Shah as the 2nd alternate with a term expiring April 30, 2013.
Thereafter, the names of Craig Crombie Mark Mullinix, Holly Perella, Kim Willard, James Carpenter,
Ronald Lantz, and Raj Shah were entered into Resolution 2012 -72.
A motion was made by Vice Mayor Manuel and seconded by Councilman Bush to adopt
Resolution 2012 -72 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA APPOINTING REGULAR AND ALTERNATE MEMBERS TO THE
BUSINESS ADVISORY BOARD; AND PROVIDING FOR AN EFFECTIVE DATE.

J Thereafter, the motion to adopt Resolution 2012 -72 passed unanimously.

RESOLUTION 2012 -73 — EMPLOYEE HOLIDAY GIFT PACKAGES
A motion was made by Vice Mayor Manuel and seconded by President Pro Tem Aubrey to adopt
Resolution 2012 -73 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AUTHORIZING THE PURCHASE AND DISTRIBUTION OF
HOLIDAY GIFT PACKAGES TO VILLAGE EMPLOYEES; AND PROVIDING FOR AN
EFFECTIVE DATE.
Mr. Green reported that in response to state legislation, the Village's tradition of giving gift cards
to employees at the holidays had been discontinued. Mr. Green requested Council approve the
purchase and distribution of holiday gift packages to employees as an overall expression of
appreciation and gratitude for their service to the Village and its residents.
Discussion ensued. Mr. Rubin reviewed the relevant statute and the interpretation of extra
"compensation." Mr. Rubin advised that gift cards are considered compensation under IRS
regulations; however, gifts are not.
Thereafter, the motion to adopt Resolution 2012 -73 passed unanimously.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 8:52 p.m.
