ROLL CALL
Mayor Pierman called the meeting to order at 8:50 p.m. All members
of Council were present except President Pro Tem Marks, who was out
of town. All members of staff were present.
BILL 701 - AMENDING GENERAL FUND BUDGET FOR FY 1992-93. Discussion
was held concerning Bill 701, a proposed ordinance amending the
'~ North Palm Beach General Fund Budget for Fiscal Year 1992-93 to
appropriate funds to provide training and purchase of equipment for
emergency medical dispatching services to be funded by emergency
medical dispatching program grant per resolution 28-92. This was
forwarded to the Regular Session agenda of December 10, 1992.
BILL 702 - AMENDING SECTION 2-149 OF ARTICLE V OF CODE, PENSIONS
AND RETIREMENT SYSTEMS. Discussion was held concerning Bill 702,
a proposed ordinance amending Section 2-149 of Article V, Pensions
and Retirement Systems, of Chapter 2 of the Code of Ordinances by
adding a subsection (c) to provide an option for lump sum payments
in lieu of installments that do not exceed $100.00 per month. This
will be placed on the Regular Session agenda of December 10, 1992.
BUDGET TRANSFER - PUBLIC SERVICES-PARK MAINTENANCE. Discussion
took place concerning a budget transfer in the amount of $832.00
from A5540-49918 (Safety & Attendance Awards) to A8023-11210 &
12110 (Regular Pay and (FICA) for the purpose of correcting budget
error and adjusting parkskeeper salary to appropriate pay grade.
This was forwarded to the Regular Session agenda of December 10,
1992.
LABOR RELATIONS CONSULTANT AGREEMENT. Discussion was held
.-. concerning the $5,000 threshold for Labor Relations Consultant Glen
J. Torcivia, which has been met. The Village Manager requested
authorization to continue using Mr. Torcivia's services at an
hourly rate of $100.00 per hour for any new labor issues that may
arise during the current fiscal year and before the expiration of

his contract. This will be placed on the Regular Session agenda of
December 10, 1992.
LEASE AGREEMENT. The Council discussed entering into a lease
agreements with The Benjamin School for a Public Safety substation
and use of an athletic field. Tim Monaghan, attorney for The
Benjamin School, was present for the discussion, as was Rob Owen
from the Benjamin School. This was forwarded to the Regular
Session agenda of December 10, 1992.
BID AWARD FOR PACKER BODY. Discussion was held concerning an award
of bid to Municipal Sales & Leasing Co. , Tampa, Florida, in the
amount of $18,950 from A7020-66410 for packer body for Public
Services Department. This item was forwarded to the Regular
Session agenda of December 10, 1992.
F.I.N.D. GRANT. Discussion took place concerning the response from
Florida Inland Navigation District regarding request by Village of
North Palm Beach to amend the terms of the agreement for the
Shoreline Protection Project matching grant. Decision on how to
proceed with this project will be made at the Regular Session
agenda of December 10, 1992.
LEGISLATION AMENDING CHAPTER 162, PART 1, FLORIDA STATUTES.
Discussion was held concerning a resolution urging amendment to the
State Code Enforcement Statute to allow substituted service on the
Secretary of State for nonresident violators. This was forwarded
to the Regular Session agenda of December 10, 1992.
There being no further business to come before the Council, the
meeting adjourned at 10:48 p.m.
