Attorney reads title of Ordinance 2011-16, establishing and adopting an ad valorem tax millage rate for the fiscal year commencing 10/1/11 and ending 9/30/12. b. Attorney reads title of Ordinance 2011-17, adopting the Annual Budget for the fiscal year commencing 10/1/11 and ending 9/30/12. c. Motion to adopt and enact Ordinance 2011-16 establishing the ad valorem tax millage rate on second reading. d. Motion to adopt and enact Ordinance 2011-17 adopting the Annual Budget for fiscal year 2011-2012 on second reading. e. Staff presentation on both ad valorem tax millage rate and budget. f. Lakeshore drive POSTPONED AT APPLICANT'S REQUEST ACTION 4. 1ST READING OF ORDINANCE 2011-20 — STORMWATER MANAGEMENT Consider a motion to adopt on first reading Ordinance 2011-20, a proposed ordinance amending the Code of Ordinances to delegate oversight of the stormwater system to the Community Development Department and provide for enforcement of stormwater regulations by the Code Enforcement Special Magistrate. ACTION Regular Session Agenda, September 22, 2011 Page 3 of 3 D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. 1. Resolution 2011-35 ratifying a Memorandum of Understanding Amending 2010-13 Collective Bargaining Agreement between the Village and the Federation of Public Employees 2. Resolution 2011-36 ratifying the First Addendum to the 2010-13 Collective Bargaining Agreement between the Village and The Professional Firefighters/Paramedics of Palm Beach County, Local 2928 3. Receive for file Minutes of the General Employees Pension Board meeting held 8/3/11 4. Receive for file Minutes of the Library Advisory Board meeting held 8/23/11 5. Receive for file Minutes of the Recreation Advisory Board meeting held 9/13/11 E. OTHER VILLAGE BUSINESS MATTERS 1. RESOLUTION — ALTERNATE CODE ENFORCEMENT SPECIAL MAGISTRATE Consider a motion to adopt a proposed resolution appointing B. Douglas MacGibbon to serve as the Village's alternate Code Enforcement Special Magistrate. ACTION 2. RESOLUTION — AD HOC BUSINESS ADVISORY COMMITTEE EXTENSION Consider a motion to adopt a proposed resolution amending Resolution 2010-40 to extend the duration of the ad hoc Business Advisory Committee and extending the terms of the seven existing members through 4/30/12, and reducing the quorum requirement to four members. ACTION 3. RESOLUTION — EXTENDING SMALL BUSINESS GRANT PROGRAM Consider a motion to adopt a proposed resolution amending Resolution 2010-45 to extend the Small Business Grant Program and provide for the carryover of unexpended funds. ADJOURNMENT If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). This agenda represents the tentative agenda for the scheduled meeting of the Village Council.
