12-08-2011 VC WS-M MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA DECEMBER 8, 2011 • Present: Darryl C. Aubrey, Sc.D., Mayor David B. Norris, Vice Mayor William L. Manuel, President Pro Tem T.R. Hernacki, P.E., Councilman Robert A. Gebbia, Councilman James Titcomb, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 8:23 p.m. All members of Council were present. All . members of staff were present. BUILDING PERMIT FEE SCHEDULE Mr. Titcomb explained the need to restructure the current building permit fee schedule to comply with statutory requirements and to adjust the fee structure in order to be compatible with the new software system, which provides for online permitting. Mr. Titcomb noted that building permit fees must be intended to defray the cost of inspections and enforcement of the Florida Building Code. Mr. Titcomb reviewed proposed changes to the fee schedule. Discussion ensued on direct costs and indirect costs (support functions) for processing permits and performing inspections as shown on the "Department Cost Allocation" distributed to Council. Building Official Jim Brown reported on the indirect cost allocation as prepared by the auditors. Mr. Rubin discussed statutory requirements and determination of indirect costs. Council requested that staff review the itemized list of indirect costs prior to the next Regular Session. Discussion took place regarding the comparison of current and proposed permit fees for projects over $500,000. Mr. Brown described the approximate number of inspections required for an average house versus the inspections required for a major (over $3 million) construction project. A request was made that staff provide additional information showing a comparison of the revenue generated for all projects built in the last year using the current and proposed fee schedule. Further discussion ensued on indirect fees. Mr. Rubin referenced attorney general opinions regarding what expenses could be covered by building fee revenues. This item will be brought back to the first Regular Session in January.
