07-12-2012 VC WS-M MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA III JULY 12, 2012 Present: David B. Norris, Mayor William L. Manuel, Vice Mayor Darryl C. Aubrey, Sc.D., President Pro Tern Robert A. Gebbia, Councilman Doug Bush, Councilman Ed Green, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 8:17 p.m. All members of Council were present. All members of staff were present. GOLF MEMBERSHIP RESIGNATION POLICY Discussion took place concerning the policy on accepting golf member resignations. Mr. Green stated there is an inconsistency between the ordinance establishing the Golf Advisory Board and the Country Club Rules and Regulations handbook. Mr. Green advised the handbook states the advisory board can adjudicate a request from a member for cancellation of a membership when there is a permanent disability that prevents the member from using his or her membership. Mr. Green noted there are two requests currently before the advisory board. Council reviewed differing versions of the Membership Cancellation Policy from two handbooks. Discussion ensued on the appropriate persons to make decisions regarding membership cancellation requests. Council consensus was that membership cancellation requests be submitted in writing to the Director of Gold reviewed by the Director of Golf and the Village Manager, and a decision letter mailed to the requester. Discussion took place concerning adoption of the Country Club Rules and Regulations handbook. It was determined that the handbook should be reviewed by Mr. Rubin and by the Golf Advisory Board, after which it will be placed on an upcoming agenda for Council approval. Mr. Green was directed to rule on the two outstanding membership cancellation requests. HEALTHCARE BENEFITS Discussion was held concerning employee healthcare benefits for fiscal year 2012-2013. Mr. Green reported that in an effort to control costs and address employee concerns regarding the quality of care provided by the current health and dental vendor, the Village's Insurance Broker was requested to issue a Request for Proposals for employee benefit quotes for the next fiscal year. Mr. Green noted that the current provider, Humana, proposed a 17.3% increase. Mr. Green reported that Cigna offered a modest increase in HMO premiums and a decrease in IIII POS premiums. Mr. Green advised that Cigna pricing was based on bundling of Health, Dental, Life/ADD, and LTD for a period of two years. Mr. Green stated the cost for Cigna represents a total plan increase of 3.91%. Mr. Green reviewed the availability of short-term disability at a cost of$26,098, and noted if the Village opts for this benefit, the cost of long-term disability would be reduced by$3,000. Minutes of Village Council Workshop Session held July 12, 2012 Page 2 of 2 HEALTHCARE BENEFITS continued • Human Resources Director Loren Slaydon and Shawn Fleming, Senior Analyst, The Gehring Group answered questions regarding the Village's claims history. Mr. Fleming explained the level funding feature in the Cigna plan, which is a form of(semi) self-insurance. Discussion ensued on HMO, PPO, POS options. Mrs. Slaydon explained the percentage of the premium paid by the Village and the employee for employee and dependent coverage for each option. Discussion was held concerning adding the short-term disability benefit. Administration noted that employees with short employment tenure might not have enough accrued sick and vacation time to cover short-term illnesses, or the 12-week waiting period for long-term disability in the event of a catastrophic illness. The question was raised as to whether the employee can be required to pay the cost of short-term disability or whether it could be offered as an optional benefit that employees could elect and pay for. Mrs. Slaydon advised that it could not be made mandatory; further, because it is a bundled plan, the rates were quoted with the assumption that all employees are covered, so it would not be available at these rates if it were an optional benefit. Discussion ensued on the Village's 457(b) plan, similar to a 401K, in which the Village matches employee contributions up to $60 per month. It was noted that during union negotiations the short-term disability benefit was discontinued in exchange for the 457(b) plan. Mrs. Slaydon described the wellness program, which is a partnership with Cigna to provide health and wellness education to the employees. Mr. Fleming clarified that the Village is not locked-in with Cigna for renewal after the first year, but retains the option to issue an RFP next year. Council consensus was to accept the Cigna proposal for employee healthcare benefits, with the exception of short-term disability. It was requested that Mr. Fleming work with staff to obtain quotes for short-term disability that could be offered as an optional employee-paid benefit through payroll deduction. A resolution approving an agreement with Cigna will be placed on an upcoming Regular Session agenda.
