1993-13 Country Club Administrative Board ORDINANCE N0. 13-93 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 9-21 AND SECTION 9-22 OF ARTICLE II, ADMINISTRATIVE BOARD, OF CHAPTER 9 OF THE CODE OF ORDINANCES OF THE VILLAGE AMENDING THE DUTIES OF THE COUNTRY C•L,UB ADMINISTRATIVF. BOARD AND PROVIDING FOR RESOLUTION OF CONFLICTS BETWEEN THE BOARD AND COUNTRY CLUB MANAGER; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE DATE. BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. Section 9-21 of Article II, Administrative Board, 1 of Chapter 9 of the Code of Ordi.nanc.es of the Village is hereby amended to read as follows: "Sec. 9-21. Duties. (a) Management and Administrati.on_Policies. The Board. shall establish policies for the management and administration of the North Palm Beach Country Club including policies for the daily operation of the various club activities. Policies est.abl.ished by the Board shall not be in derogation of contracts entered into between the Village Council and the golf professional, tennis. professional, pool manager or any other person or corporation. The Board shall not establish any policy that would discriminate between Club members and Village resident nonmembers which would favor the Club members' accessibility to Club facilities. (b) Countrv Club Manaaer, The Board shall convey its. policies to the Cluh Manager. The Board shall meet with the Manager on a regular basis to coordinate and ensure implementation ' of its policies by the Club Manager at the Country Club. (c) Village Emplovees. The Board shall serve as a consultant to the Country Club Manager in the hiring of Village employees for the North Palm Beach Country Club. (d) Capital Improvement Pro rams. The Board shall review and approve all plans for capital improvements at the Country Club presented by the Club Manager. (e) Purchase Orders. The Country Club Manager shall. issue all purchase orders at. the Country Club in accordance with the latest Village purchasing rules and regulations. The Board shall review and keep itself informed as to issuance of purchase orders. (f) Evaluation of Club Manager. The Board shall review ' and evaluate the performance of the Country Club Manager at least once annually in advance of the adoption of the annual operating budget. Said review and evaluation shall be in accordance with specific criteria developed jointly by the Board and Club Manager. The Board shall provide the Club Manager with an adequate opportunity to discuss this evaluation with the Board. Annually, the Board and Club Manager shall define goals and. performance objectives which they determine necessary for the proper operation of the CoL,nt.ry Club, and, in the attainment. of the Board's policy objectives. These goals and objectives shall be provided to the Club Manager in writing prior to the beginning of the fiscal year and be reasonably attainable within the fiscal year. and within ' budgetary limitations. -2- it Section 2. Section 9-22 of Article II Admi.nisti-ative Board, of Chapter 9 of the Code of Ordinances of the Village is hereby amended to read as follows: "Sec. 9-22. Village Manager. If a conflict or irreconcilable difference arises between the Country Club Manager and the Board, either the Club Manager or the Board may present such conflict or difference to the Village Manager for resolution." Section 3. All ordinances or parts of. ordinances in conflict. herewith are hereby repealed. Section 4. This Ordinance shall take effect immediately upon ' passage.
