AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING
SUBSECTION C ENTITLED "FINANCES" OF SECTION 6 OF ORDINANCE N0. 39-
90 WHICH CREATED A COUNTRY CLUB ADMINISTRATIVE BOARD; ADDING A
SUBSECTION D ENTITLED "PERSONNEL" OF SECTION 6 OF ORDINANCE N0. 39-
90; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND, PROVIDING FOR AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA:
Section 1. Subsection C of Section 6 of Ordinance No. 39-90
which created a Country Club Administrative Board is hereby amended
to read as follows:
C. Finances. in administering the finances and business
affairs of the Club, the BOARD shall have the responsibility of
ensure that all revenues and expenses required for the operation of
the CLUB and as budgeted by the Village Council shall be in
accordance with the requirements of this Section.
(1) Annually the BOARD shall prepare a proposed budget
for the operation of the CLUB. The proposed budget
shall be submitted to the Village Manager for
inclusion with the proposed VILLAGE budget to be
considered by the Village Council.
(2) The BOARD shall have no authority or obligation to
expend funds in excess of the amount budgeted by
the Village Council, except as permitted through
line item transfers limited to One Thousand Dollars
' ($1,000.00) per transaction.
(3) All revenues from the CLUB and its operations shall
be deposited with the Department of Finance.
(4) All expenditures shall be made in accordariee with
the latest VILLAGE Purchasing Rules and
Regulations. With the exception of Section 6,
Emergency Purchases, North Palm Beach Purchasing
Regulations, the BOARD shall be substituted for the
Village Manager where reference is made in the
Purchasing Rules & Regulations to the Village
Manager. Emergency purchases over Five Thousand
and One Dollars ($5,001.00) are not to be made
without prior approval of the Village Manager,
subject to subsequent review and confirmation of
the North Palm Beach Country Club Administrative
Board. The Golf Course Superintendent and the
Administrative Secretary have the authority to
authorize purchases up to One Thousand Dollars
($1,000.00).
(5) The Village Manager may approve emergency
purchases, in accordance with the VILLAGE
Purchasing Rules and Regulations without
Administrative Board approval. The Administrative
Board shall be provided documehtation and
justification of the emergency purchase. The
determination of what constitutes an emergency
purchase shall be at the sole discretion of the
Village Manager.
D. Personnel. In managing the VILLAGE personnel of the CLUB

the BOARD shall have general and day-to-day supervision' of the
VILLAGE personnel. The BOARD has sole responsibility to implement
disciplinary actions requested by the Department Heads and contract
Pro's and in consultation with the Village Manager assure that the
personnel policies are strictly enforced. The Village Manager is
the recognized authority of personnel matters relating to VILLAGE
employees and, in that capacity, will be the BOARD's representative
in dealing with all other personnel related issues including, but
not limited to, risk management, pension, collective bargaining
negotiations, grievances, etc.
Section 2. All ordinances or parts of ordinances in conflict

herewith are hereby repealed.
Section 3. This Ordinance shall take effect immediately upon
passage.
