No.34-90 AN ORDINANCB OF THE VILLA08 OF NORTH PALM REACH, FLORIDA, ' FOR STORM WATER HANAOEHENT THROUGHOUT ALL AREAS OF TH8 VILLAGE, INCLUAINO NEN AND 8XI6TIN0 AREAS THAT ARE REDEVELOPED/ PROVIDING FOR T}{E REPEAL OF ALL ORDINANCES OR PARTS O$ ORDINANCES IN CONFLICT HEREWITH! AND PROVIDING FOR AN EFFEOTIVE DATE. HE IT ORDAINED SY THE VILLAGE COUNCIL OF NORTH PALM, FLORIDAS Sect on 1. 6torm water management, general, is hereby created as follows: Tiro storm water management system shall be designed in accordance with accepted engineering principles for design floods resulting from rainfall and tidal elevations experienced in the Intracoastal Waterway for storm frequencies as follows: (a) Minimum street grade shall exceed calculated flood levels resulting from a ten-year frequency storm tide plus rainfall runoff. (b) The finished floor of all structures shall exceed the ono hundred-year tidal flooding and rainfall runoff level, but in no case shall be lase than eight and five- tenths (8.5) feet above mean sea level. (c) storm drainage facilities, including swales, inlets and conduits shall be deslgneQ on runoff predicted Prom a three-year intensity rainfall curve in general use for this area. (d) Roadside swales within street rights-oP-way shall be constructed in accordance with approved typical sections for the subdivision under eons deration.~„Swale cross sections shall be designed to carry runoff u to the edge of pavement, or edge of improved property adjpacent to the right-of-way. Surplus water from the awales shall be diverted into a closed storm drainage system or other approved means. Placement o! permitted trees in a swale will be such that, as tree growth occurs, the design and function oP the swale are not compromised. (e) open channels and outfall ditches Por the purpose of convoying storm runoff within any subdivision development will not be allowed. However, open channels connecting to tidewater for the purpose of navigational access to existing or proposed waterways will be permitted provided they are protected by concrete bulkheads and have a minimum width o! eighty (80) feet and a minimum center line depth o! eight and zero tenths (B.o) feet. (f) In order to minimize the degradation of water quality in receiving bodies, all development will be provided with landscaped areas, grassed areas or other natural vegetated areas to reaelve runoff from buildings, pavement or other impervious areas to the degree that pollutants from these areas may be absorbed by the vegetation or percolated into the soil, No runoff from 1 aucti impervious areas shall be discharged directly into any inlet or storm sewer without first being given tY~e opportunity to pass through a natural vegetated area. Ali potential areas o! soil erosion shall be protected to minimize siltation transport by flowing water. (q) The developer/owner of any site shall be responsible for tho on-site management of storm water runoff in a manner such that post-development runoff rates, volumes and pollutant loads do not exoeed predevelopm0nt oonditions as per Chapters 40E-4, 40E-d0 and/or 40E-41, Florida Administrative Coda. ' (h) The design of the storm water manageme»t system shall proviso for proteotion of natural drainage features and promote the funotions of groundwater recharge areas, (i) whero storm water retention systems are required, any modifioation to, or construction of canals shall incorporate water and habitat quality enhanoement features such ns planted littoral zones or shallow shelves, bank elopes oonduoive to shoreline vegetation and immediate vegetative stabilization of any bare ground adjacent to the system, as appropriate. (j) To protest and preserve water quality, Sest Management Practices (SMPs) for construction Bite runoff, as contained in Chapter 4.0 of the Palm Heaoh County 2Q$ ereawlde Wa~t~g Treatment MQn~gement Plan, shall be employed, 7.. The requirements of Beotion 1.1, above, shall be in effect throughout all areas of the Village and shall pertain to all new ana existing areas that are redeveloped. ' Sec~top z.
