07-12-1990 VC WS-MMINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 12, 1990 Present: V. A. Marks, M.D., Mayor Jerry G. Kelly, Deputy Village Clerk Absent: Al Moore, Councilman Dolores Walker, Village Clerk R(~T.T. C''AT.T. Mayor Marks called the Workshop Session to order at 10:20 p.m. All members of the Council were present except Councilman Moore, who was out of the state. All members of the staff were present except the Village Clerk, who was out of the state. BILL NO. 616 - HANDICAPPED PARKING Discussion was held concerning a proposed ordinance providing for a fine for stopping, standing or parking in handicapped parking spaces. The village Attorney was directed to revise the ordinance to incorporate a minimum fine of $100.00. This Bill will be placed on the Regular Session agenda of July 26, 1990 for first reading. BIDS ON BOAT RAMP .~ Discussion was held concerning award of bid by Lucas Marine in the amount of $27,946 (A8023-34627). After requesting a review of the reconstruction drawings by a qualified engineer, it was agreed to forward this item to the Regular Session agenda of July 26, 1990. PROPOSED ACCESS ROAD TO ALLAMANDA SCHOOL A brief discussion was held concerning the proposed plat for the access road to Allamanda School from Prosperity Farms Road. This item will be placed on the Regular Session agenda of July 26, 1990. RESTRIPING PARKING LANES - COUNTRY CLUB Discussion was held concerning the restriping of parking lanes in the north and south parking lots of the Country Club. This item will be addressed during the Budget Workshop session. MILITARY LEAVE POLICY Discussion was held concerning the policy of the Village regarding military leave salary. Consideration was given to a letter from the Village Attorney with an accompanying legal opinion from the Attorney General of the State of Florida on this policy, with a consensus that the Village policy of paying salary in conjunction with military pay is proper and should be continued. BUDGET TRANSFER - SANITATION-GAS AND OIL. After discussion, it was agreed to move this item to the Regular Session agenda of July 26, 1990.
