12-12-1991 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, DECEMBER 12, 1991 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor V. A. Marks, M. D. , President Pro Tem Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Gardner called the meeting to order at 9:25 p.m. All members of Council were present. All members of staff were present. BILL 674 - PROPOSED POLICE AND FIRE PENSION ORDINANCE r~ Discussion was held concerning a proposed Police and Fire Pension Ordinance, as amended and restated. Councilman Grinn requested an analysis and financial impact report, as directed for the previous draft ordinance. Mr. Kelly will provide the reports for the next meeting. This Bill will be placed on the Regular Session agenda of January 9, 1992. ARCHAEOLOGICAL SITE PROTECTION Discussion was held concerning "opting in" on an archaeological site protection draft ordinance prepared by Palm Beach County. This item will be returned to workshop again for further discussion. NON-RESIDENT FEES/REVENUES - RECREATION A follow-up discussion took place concerning the application and definition of non-resident fees/revenues for classes sponsored by the North Palm Beach Recreation Department. This item was referred back to the Recreation Advisory Board for additional research. BUDGET AMENDMENT - SALARY CHANGE Councilman Grinn left the meeting at 9:48 p.m. Discussion took place regarding a request from the Country Club Administrative Board recommending changing salaries for a laborer's position and also for a golf course technician's position. The Village Manager was directed to check the legal ramifications of '"" Minutes of Workshop Session Held Thursday, December 12, 1991 raising a salary of a union employee. Pending more information, this item will be placed on the next workshop agenda. There being no further business to come before the Council, the meeting adjourned at 9:51 p.m. Ka hleen F.
