RE: Budget Workshop Minutes - Monday, July 29, 1991
DATE: July 31, 1991
The following represents the North Palm Beach Village Council's
workshop session discussing the Sanitation, Street Maintenance,
Vehicle Maintenance, Park Maintenance, Finance Department, General
Fund Reserve and Revenues. Mayor Gardner convened the meeting at
7:00 p.m. All Council members were present. In addition, the
Village Manager, Finance Director and Public Services Director
Charles O'Meilia were present.
The following items were discussed with the following changes:
Council opened with a discussion regarding the level of service for
Sanitation and decided to maintain the current level of service of
rear door pick up.
EXPENDITURES:
Sanitation;
1• *****-***** - Savings - Reduced Services (Personnel)
change from ($75,000) to $0.
2. A7020-35221 - Tires and Tubes change from $17,000 to
$15,000.
3• *****-***** - Savings - Reduced Services (0 & M) change
from ($22,200) to $0.
4. A7020-66410 - Automotive change from $48,000 to $55,400.

Council reinstated $7,400 for a three-wheel jitney
dumpster.
Street Maintenance:
No changes were made in this division.
Vehicle Maintenance:
1. A5522-34310 - Electricity change from $2,960 to $2,700.
2. A5522-35213 - Shop Tools and Supplies change from $4,000
to $3,700.
Park Maintenance:
No changes were made in this division.
Finance:
~-- 1. A5003-33190 - Other Professional Services change from
$1,200 to $800.
2. A5003-66415 - Computer Hardware and Software change from
$3,000 to $0.
General Fund Reserve:
There were no changes made in this division.
REVENUES:
Taxes:

$2,732,000 to $2,744,769.
2. A0200-00410 - Local Option Gas Tax Trust change from
$160,000 to $166,000.
3. A0400-00100 - Electric - 5$ Utility change from $570,000
to $410,000.

$78,000.

$38,000.

$250,000 to $227,000.

Miscellaneous:
1. A3700-08430 - Billing Fees change from $2,000 to $0.
2• *****-***** - Jitney - Sale change from $9,000 to $0.
Council concluded their meeting debating salary increases for non-
union personnel with the discussion evolving around 5~ to 7$. In
addition, Council requested additional figures from staff regarding
,.-. revenues and a comparison between the increase in electric utility
taxes and millage rate increases. Mayor Gardner called for a
continuation of the budget workshops for Tuesday, July 30, 1991, at
7:00 p.m. The meeting adjourned at 10:00 p.m.
This memorandum will represent and serve as the minutes of the
above stated Village Council workshop for the FY 91-92 budget.
