DEFINITIONS---As used in this Article, unless the context otherwise requires: • (1) "Chief Administrator" or "Administrator" is the Village Manager of the Village of North Palm Beach. (2) "Village" is the Village of North Palm Beach. (3) "Village Council" or "Council" is the council of the Village of North Palm Beach. Sec. 2-32. DEPARTMENTAL ORGANIZATION---(1) The Administrative Service of the Village shall be divided under the Administrator into the following departments and heads thereof: Department of Finance Director of Finance Department of Public Safety Director of Public Safety Department of Public Services Director of Public Services Department of Recreation Director of Recreation Department of Library Librarian (2) In addition, there shall be a Department of Records headed by the Village Clerk and a Department of Treasury headed by the Village Treasurer under the Village Council, which departments shall be coordinated into the administrative service and cooperate with the Administrator so as to coordinate the entire administrative service of the Village. Sec. 2-33. OATHS OF OFFICE---(1) Persons required to take oathlof office. Each of the following officers and employees in the administra- tive service shall be required to take an oath of office before entering upon the discharge of his duties, which oath shall be subscribed by the person taking it and shall be filed and preserved in the office of the Village Clerk: (a) Officers. DEPARTMENT OF LIBRARY---The Department of Library shall be supervised by the Village Librarian, who shall operate and maintain the free public library. "See. 2-42. DEPARTMENT OF RECREATION---(1) Duties of Director of Recreation. The Director of Recreation shall plan, promote, organize and supervise a comprehensive municipal recreation program, and administer the same in the interest of the entire community, and shall: (a) Supervise Recreation Areas. Supervise the recreational use of playgrounds, play fields, recreation centers, ball diamonds and such other recreation areas and facilities as may be made available to carry out the Village's recreation program. (b) Conduct Community Activity. Conduct and supervise any form of recreational, cultural or social activity that will employ the leisure time of the citizens in a wholesome and constructive manner. Walker Village Clerk I - 7 - October 9, 1962 Mr. David Dollins appeared before the Council to request a waiver of certain sections of the village sidewalk requirements concerning his office building located on the northeast corner of Anchorage Drive and U.S. Highway #1. (lot 1, Block 70, Yacht Club Addition). Following a discussion of the matter, Mr. Dollins withdrew his request. On motion of Councilman Hahn, seconded by Vice-Mayor Bowman, all members voting aye, Requisition 86 of the Thomas A. Hodges Construction Company in the amount of $12,920. was approved for payment. Also approved for payment on motion of Councilman Hahn, seconded by Councilman Aiello, all members voting aye, were the current invoices of Rubin 'Construction Company in the amount of $12,709. Mr. Herbert Watt, 720 Lighthouse Drive, appeared before the Council concerning the matter of removal of the parkway tree fronting his property. The matter was referred to the Village Manager. Mrs. Thomas C. Hart, Jr., 418 Anchorage Drive, representing the North Palm Beach Chapter of the American Association of University of Women appeared before the Village Council requesting the matter of providing library facilities for village residents be considered by the Council at the time the 1962 - 1963 budget is reviewed. Several members of the Association spoke in favor of having library facilities would be considered at the time the budget was reviewed. The Village ?tanager was instructed to contact the Women's Guild, thank them for their interest, and advise them the matter of adding fluorides to the North Palm Beach water system is not a prerogative of the Village Council inasmuch as the village water system is a privately-owned utility. A letter received from the North Palm Beach Library Ccciety reuqesting the Village Council consider a portion of the recently acquired Prosperity Farms Road land area as a permanent library site was called to the Council's attention. On motion of Councilman Beery, seconded by Vice-I'ayor Aiello, all members voting aye, the Village manager was instructed to advise 111 the Library Society of the Council's appreciation of its interest and efforts in looking ..'into the matter of establishing a permanent library within the Village and of the Council's desire to cooperate in any way it can. Also, the Village Manager was instructed to invite the Library Society to meet with the Council prior to the next meeting for the purpose of discussing a site location and/or any other pertinent information the Society may have to report. • RESOLUTION # 172 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, APPOINTING A LIBRARY COMMITTEE. ** ** ** BE IT AND IT IS HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. On motion of Councilman Hahn, seconded by Councilman Beery, all members voting aye, Amended Resolution #148 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, RATI- FYING AND APPROVING A BUDGET FOR THE FISCAL YEAR 1962 - 1963; FIXING THE AMOUNT OF MONEY TO BE RAISED BY AD VALOREM TAXES FOR THE YEAR; AND FIXING THE AD VALOREM TAX LEVY FOR THE CALENDAR YEAR 1962. was adopted. The Village Manager explained that the purpose of this resolution was to correct certain typographical errors in the original resolution. On motion of Councilman Hahn, seconded by Councilman Bell, all members voting aye, the Village Manager was instructed to write a letter to Father schlinkman of the St. Clars's Catholic Church, with a copy to Bishop Carroll in Miami, stating that the drainage canal running between the • St. Clare's Catholic Church site and the north border of Crown Estates within the Village has become filled with water due to the filling in and damming up of the canal, thus causing a health manace, unattractive nuisance and a great danger to the lives of children living in the area and attending the Church school, and asking that the Church do everything in its power to alleviate this dangerous situation. Mr. Herbert Gilden, represeiting the North Palm Beach Library Association of which he is president, requested the Council hire a paid librarian. He stated that they had located a qualified librarian and would like to apply the money budgeted last year and this year for library purposes to pay her salary. On motion of Councilman Beery, seconded by Councilman Hahn, all members voting aye, the Council agreed to create the position of of Librarian and that the Village Manager is authorized to hire a Librarian who will be responsible directly to the Village Manager, at a cost and use not to exceed 25 hours per week at $2.00 per hour nor a total of $1,000. which had been set aside for library purpose. There being no further business to come before the Council, on motion of Councilman Bell, seconded by Councilman Beery, all members voting aye, the meeting was adjourned at 9:30 p.m. ,404r/Village Clerk • • MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL held June 9, 1964 • Page 2. Councilman Bell stated that the Youth Activities Organisation had requested the opportunity to be heard before the Council. Mr. Edward Baggett representing the Youth Activities Organization then gaze a list of activities, report and revenues and expense breakdown for this past year which showed that a total of $3,967.72 was available and had been collected and that they had spent $3,802.00 on Youth Activities mainly Little League expenses_ Mr. Baggett had stated that the Village has grown to a point where it definitely needs a full time paid recreation leader. Mr. Baggett also stated that the baseball program has many problems mainly the lack of areas for ball playing in that there are not enough fields available to allow all the boys that want to play to be hble to play. The point was made, however, by the Council that the Little League season is only two to three months in duration and that we must worry about providing for recreational needs on a year round basis to all age groups both boys and girls and not be restricted solely to baseball. Vice-Mayor Lewis recommended that the Yough Activities Organization meet with the Recreation Committee to determine to what extent the Youth Acti- vities Organization will cooperate with the Committee and Council in organizing and operating a complete and well rounded recreation program and to come back with these recommendations to the Council as to who will operate what. The Village Manager was instructed to contact the Chairman of the Recreation Committee to inform him of the Council's desires and to set up a meeting with the Youth Activities Organization. This should be done prior to budget hearings and reported back to the Council before then. A letter from Mr. Jack Schwencke as Chairman of the North Palm Beach Country Club Board of Governors was read stating that the Board did not feel that it was necessary to have someone in the Village Government Countersign their checks and that such a requirement infringed upon the autonomy of the - Board. The Village Attorney and Village Manager saw no great problem or object- ion to this request except that under our Charter any checks written for an amount of $500.00 or more had to have a Counter Signature by a Village Official. The Village Attorney was then directed to have prepared for the Council at its next meeting the necessary papers to amend the Ordinance to show such a change whereby no counter signature would be required up to $500.00. The Village Clerk read a letter from the Village Library Board present- ing three recommendations that the Board had adopted. These were 1. that the Council endorse the creation of a County Library System 2. That the Village hire a summer replacement for Miss Pauline Fancher, the Librarian, • to that the Library could remain open _ during the summer months; the rate of pay to be $1.25 per hour not to exceed - a total of $400. by October, 1964 3. that the Village accept the responsibility of operating a municipal Library and to include it as a municipal function. The Village Manager recommended that their recommendation #3 be deferred until budget discussions begin next month. Vice-Mayor Lewis yielded the chair to Councilman Gibson, after which Vice-Mayor Lewis moved that the Village Manager be authorized to hire a part time librarian for this summer not to exceed $400. Countilman Bell seconded this motion and all Councilmen voted aye. Councilman Gibson mentioned that he had accompanied the Building Official on the structural inspection of the Old Country Club Building and stated that the - building is generally in good shape although there was-quite a bit of rotten timber in structural members discovered, some of which require immediate attention. The best area was certainly the old dinning room and the upstairs living quarters immediately over it. Since the Council had only received this report this evening further discussion was curtailed on the matter. Vice-Mayor Lewis had mentioned that he and other Councilmen had received a memo from Councilman Thomas: He stated that he did not wish to comment on the memo except for three brief items. These were that the Village record all of its fixed assets in a card file in line with recommendations recorded in prior audits. The Village Manager reported that he was aware of these former recommendations and that he was proceeding to record such fixed assets but in a more permanent manner in a ledger rather than in a card file from which cards could be easily removed or lost. The second point was that the letter from Mr. Spence to Mr. Shay was very well cone and that Councilman Thomas would like publicly to motnote. Thirdly, that Mr. Ed Jacomo, the Art Center Director, be commended for a fine Art Show that he had presented this past week. Council Meeting Held • July 14, 1964 Page 3. Councilman Thomas moved that the requirement for a performance • bond be waived in this specific and particular case because of the past ex- perience of the developer, but the motion died for a lack of a second. The Village Manager reported on his conversation with Mr. George Frost regarding an access route to the new Palm Beach Gardens Elementary School and stated that they were in the process of securing right of way to install a road or bicycle path completed before sbhool opens. The Village Manager read a letter from the Library Society asking the Council's permission to utilize the old dining room for the library. On motion of Councilman Thomas, seconded by Vice-Mayor Lewis, all members voting aye, the Library was authorized to move into the old Country Club dining room.
