HELD SATURDAY, MAY 11, 1991
Present:
Jerry Gardner, Mayor
Manny Grinn, Councilman
Dennis W. Kelly, Village Manager
Meeting started at approximately 9:00 A.M.
Purpose of meeting was to discuss the proposed changes to the Purchasing Regulations
as instigated by Councilman Grinn in his March 4, 1991 memo and the eleven page
document.
Changes to that eleven page document included the following:
1.05H: insert "as a minimum" between "list" and "for"
2.O1A.1) change"2 weeks" to "14 days"
2.O1B.1) insert "written" between "by" and "price"
2.O1B.4) eliminate in its entirety
2.O1D.1) change "best 'price "' to "most cost effective price"
4.02 second paragraph, second sentence change "are responsible" to "have the
responsibility"
4.05 Change "as 'Sole Source.' Approval of Sole Source" to "as a sole source.

5.02D.v) change "v" to "w" and have v) read reflect that the word "original"
and the word "confirming" appear on the invoice, both words preceded
by a box that would be checked appropriately.
5.5B. Change the entire sentence to read:"The Finance Department will process
the Purchase Order in the normal fashion except that the "Confirming"
box will be checked end the name of the contact person at the vendor
with whom the order was placed, and the date and time the order was placed
will be written.
6.02A. Change $500 to $0
8.OlA. change "check" to "inspection"
8.O1B add "and the Finance Department" between "vendor" and "immediately"
8.O1C add "or enclosed invoice." after "Lading"
8.02A. Change "Purchase Order. Mark the" to "Purchase Order and mark the"
8.02C. Change to read "Forward the vendor Packing Slip or Bill of Lading
(if any) with the receiving copy to the Finance Department."
8.02D. Change to read "Services, as distinct from commodities, rendered must
be certified by the Department Head that the quality meets the specifications
of the purchase before the invoice is paid."
9.OlA. delete "by the Vendor"
9.O1B.1) add "or enclosed invoice" after "Lading"
The meeting ended about noon.
