RE: Budget Workshop Minutes - Monday, July 22, 1991
DATE: July 23, 1991
The following represents the North Palm Beach Village Council's
workshop session discussing the Archivist/Historian budget, Village
Clerk and Village Manager. Mayor Jerry Gardner convened the
meeting at 7:00 p.m. All Council members were present. Also in
attendance were Village Manager, Finance Director, Director of
Public Services Charles O'Meilia, Village Clerk Kitty Kelly and
Historian Jim Gentemann.
The following items were discussed with the following changes:
EXPENDITURES:
Archivist/Historian:
1. A5206-33140 - no changes.
Discussion ensued regarding recycling program for multi-family and
condominium occupants. Charley O'Meilia discussed recycling with
the Council and a delegation of teenagers with one adult chaperon,
Ms. Styshanie Christoff. The delegation had inquired as to what
the status was for recycling programs for multi-family units within
the Village. Mr. O'Meilia took time to explain the recycling
program history in the Village, what the Solid Waste Authority is
proposing to do and explained the pilot program that is being
developed for the Village recycling program for multi-family use.

Village Clerk:
1. A4904-11210 - Regular Pay no change.
2. A4904-34960 -.Trophies, Awards .and Prizes changed from
$700 to $775.
Village Manager:
1. A4902-11110 - Executive Salaries changed from $91,640 to
$55,640. (this represents elimination of the Personnel
Director position)
2. A4902- Various Benefits reduced by $13,573
(details to be determined).
3. A4902-33190 - Other Professional Services changed from
$20,000 to $0.
4. A4902-34110 - Telephone changed from $2,218 to $1,670.

5. A4902-36000 - Set Up Personnel Director changed from
$10,000 to $0.
Council had lengthy discussion regarding Manager's line item
request for attendance to the Senior Executive Institute. Meeting
closed with that item undecided and to be discussed Tuesday night,
July 23, 1991. Meeting adjourned at approximately 10:00 p.m.
This memorandum will represent and serve as the minutes of the
above stated Village Council workshop of the FY 91-92 budget.
