ROLL CALL
Mayor Gardner called the meeting to order at 7:30 p.m. in the North
~.. Palm Beach Library Meeting Room. All members of the North Palm
Beach Village Council were present, except for President Pro Tem
Marks and Councilman Grinn. Members of staff were present.
All members of the Lake Park Town Commission were present.
PURPOSE OF MEETING
The purpose of the Special Workshop was to discuss improvements
and/or redevelopment of Twin City Mall and Northlake Boulevard.
TWIN CITY MALL
Mutual concerns of both governmental bodies regarding Twin City
Mall were as follows:
Unsightly appearance
Neglected landscaping
Deteriorating asphalt
Drainage problems
Inadequate lighting of parking lots
Safety hazards
Difficulty in determining ownership/responsibility of
properties
Lack of interest by developers because of dual municipalities
''r and codes
Unpaid taxes on some properties
Substandard conditions in violation of codes

NORTHLAKE BOULEVARD
Some of the issues raised concerning Northlake Boulevard were the
establishment of a pawn shop, inadequate sign code, and poorly
maintained landscaping.
RECOMMENDATIONS
It was agreed by general consent that both municipalities should
review their sign code and zoning ordinances to determine
compatibility.
Councilman Grinn arrived at 8:45 p.m.
Additionally, a task force shall be formed immediately, which shall
include North Palm Beach Village Manager Dennis Kelly, Lake Park
Town Manager George Long, and two appointees from each
municipality. This committee shall describe its mission and come
up with a comprehensive strategy for the redevelopment of Twin City
Mall and the improvement of Northlake Boulevard that can be put
into a cooperative agenda.
A joint meeting between North Palm Beach and Lake Park will be held
in approximately six weeks, at which time the committee will offer
~.. their strategic plan for consideration.
There being no further business, the meeting adjourned at 8:55 p.m.
