05-08-1991 VC SP WS-MMINUTES OF SPECIAL WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA ""~' HELD WEDNESDAY, MAY 8, 1991 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor V. A. Marks, M. D. , President Pro Tem Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Gardner called the meeting to order at 7:10 p.m. All members of the Council were present. All members of staff were present, with the Village Manager arriving at 7:11 p.m. PURPOSE OF THE MEETING The purpose of the meeting was to discuss the application of Linpro Florida, Inc. for Planned Unit Developments known as Prosperity Harbor North and Prosperity Harbor South. Mr. David Mackey of Linpro gave a presentation of the PUD, which included the dedication of approximately four acres adjacent to ~ Prosperity Harbor South to satisfy the five percent recreation requirement and the public access requirement; and to satisfy same for Prosperity Harbor North by dedicating Anchorage Park property which consists of approximately 3.2 acres. After lengthy discussion between the Council and Linpro, Council directed Linpro to obtain an appraisal on both properties to determine if the Village would be getting a minimum of 50 of the value of the land, as required by ordinance. Jill Jarkesy, attorney for Linpro Florida, Inc., requested that the Council approve the abandonment of Garden Lane by Palm Beach County. It was recommended that the proposed dedicated properties be titled to the Village of North Palm Beach instead of dedicated. Mr. Gary Brandenburg, attorney for Linpro Florida, Inc., agreed to this recommendation. All agenda items will be discussed again at the regularly scheduled workshop of Thursday, May 9, 1991, following Regular Session, with Linpro answering as many questions as possible.
