04-04-1991 VC SP WS-M~"" MINUTES OF RECESSED SPECIAL WORKSHOP OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, APRIL 3, 1991 RECONVENED THURSDAY, APRIL 4, 1991 Present: Jerry Gardner, Mayor Judy M. Pierman, Vice Mayor V. A. Marks, M. D. , President Pro Tem Manny Grinn, Councilman Thomas F. Kelsey, Ph.D., Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, Village Clerk Rf1T.T. CnT.T. Mayor Gardner called the meeting to order at 4:40 p.m. All members of Council were present, except for Councilman Kelsey, who arrived at 4:42 p.m. The Village Manager and Village Clerk were present. HIRING FREEZE r"' Discussion continued on a proposed hiring freeze, with the consensus being that the Village Manager and the Village Council would have to deal with open staff positions on a case by case basis. BUDGET WORKSHOP SCHEDULE Councilman Pierman stated that she would be out of town July 9 - 13. USE OF STAFF RESOURCES Councilman Grinn requested that he be given a key to filing cabinets, copy machine card, postage machine key, and allowed the use of the word processor in the evenings. Consensus of Council was that stamps and stationery for letters relating to Village business could be provided by the Clerk's office, but other requests could not be honored. GOALS FOR 1991-92 Discussion was held concerning each Councilman's list of goals and/or issues that need attention. They are as follows: President Pro Tem Marks: 1. Acquisition of property next to Herb Watt Building and Sears property 2. Alley Fence Project 3. Public Safety Substation north of Parker Bridge 4. Lakeside Park shoreline erosion project 5. Annexation 6. Golf Course erosion 7. Beautification project 8. Pools and tennis courts put back under the Recreation Department 9. Disposition of monastery property NOTE: Some of the above goals were presented by other Councilmen, but only additional goals have been added below. COUNCILMAN KELSEY: 1. In addition to list submitted on Wednesday, discussed re- development of Northlake Blvd. MAYOR GARDNER• 1. Internal auditor for the Village 2. Cleanup of Swale by Country Club 3. Removal of dead trees and cleanup of southwest corner, north of tennis courts (refer to CCAB). VICE MAYOR PIERMAN• 1. Resolution of PBA contract 2. Prosperity Farms Road development and beautification program 3. Space Study for Village Hall 4. Parking for Community Center 5. Economic development of Twin City Mall 6. Daisy's Diner and other vacancies 7. Waterway crime watch by Explorers 8. Promote good working conditions for and with Village employees COUNCILMAN GRINN: 1. Establish volunteer Corp, and an Outreach program """ 2. Senior Food Service Program and Transportation Program, implementing volunteers 3. Seacoast Utilities Authority - Reserves 4. Alternative insurance programs - commercial insurance coverage or through League of Cities 5. Review Code Enforcement fines for false alarms; enforce other ordinances 6. Parking problems at Village Hall 7. Central collection for hazardous waste 8. Village-operated ambulance service 9. Review Marine Patrol Suggestions from the public included beautification of 50' strip on Earman River (behind tennis courts); cleanup of Allamanda Park; and analysis of garbage and recyclables collection within the Village. Staff was directed to investigate the use of the Sears property on Northlake Blvd. by Palm Beach Shores. Staff was also asked to get information on implementing a Seniors Food Program and Transportation Program (Title 3-C). The meeting adjourned at 6:25 p.m.
