Mayor Gardner called the meeting to order at 4:35 p.m. All members
of Council and Staff were present.
PURPOSE OF MEETING
The purpose of the meeting was to discuss the philosophy of
Council's goals, and capital project and programmatic goals for FY
91-92.
BUDGET SCHEDULE
Discussion was held concerning the proposed schedule for budget
workshops. Village Manager told to play a larger role in reducing
line items before Council meets in workshop.
BUDGET GOALS
Discussion was held concerning goals for millage rate and hiring
freeze. Also included in discussion were the pros and cons of a
salary increase for Council members and Mayor. Staff was requested
to conduct comparative study of salaries with neighboring
municipalities.
HIRING FREEZE
Discussion was held concerning the implementation of a hiring
freeze. This will be discussed more fully during budget workshops.
POLICY ROLE IN MICROMANAGEMENT
Discussion was held concerning the use of staff time and resources.
The Clerk was instructed to keep a log of requests made by Council
members and the time involved to honor such requests.
EXECUTIVE SESSIONS
Due to recent impropriety, Executive Sessions will be attended by
"" Council persons and Village Manager only, with other personnel
attending only during that portion of the meeting where their
presence is necessary for pertinent information.
ANNEXATION GOALS
Annexation of Hidden Key, Portage Landing, Captains Key, Seminole
Landing and Singer Island were discussed. Staff was directed to
pursue an analysis of Hidden Key annexation.
Annexation west to the railroad tracks was also discussed.
The Benjamin School property was discussed as a voluntary
annexation.
SAFE NEIGHBORHOOD ACT
Discussion was held concerning gated communities (Safe Neighborhood
Act).
RECESS
The meeting recessed at 6:30 p.m., and will reconvene on Thursday,
April 4, 1991 at 4:30 p.m. in the Conference Room of the Village
Hall.
