03-04-1991 VC WS-M~" MINUTES OF THE RECESSED WORKSHOP SESSION OF FEBRUARY 28, 1991 OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA RECONVENED MONDAY, MARCH 4, 1991 Present: V. A. Marks, M.D., Mayor Jerry G. Gardner, Vice Mayor Judy M. Pierman, President Pro Tem Manny Grinn, Councilman Al Moore, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk RnT.T. C''AT.T. Mayor Marks called the meeting to order at 5:00 p.m. All members of Council and staff were present. 1990 CENSUS Discussion was held concerning the 1990 census report. Any future communique from the Census Bureau to Mr. O'Meilia will be copied to the Council/Village Manager. HAZMAT Discussion was held concerning training cost for hazmat program in the Village of North Palm Beach. This item will be placed on a future regular session agenda for the purpose of transferring the necessary funds. PRO CONTRACTS - COUNTRY CLUB Councilman Grinn asked for clarification of policy, as established by contract, regarding the hiring, firing and disciplining of Village employees by the contract professionals. It was the consensus of Council that the contract professionals do not have any authority to hire, fire, or discipline Village employees. PURCHASING REGULATIONS A brief discussion was held concerning changes to Purchasing Rules and Regulations. Changes as suggested by Councilman Grinn and also the Village Manager will be combined into one document for a future ,,.,, workshop . VILLAGE WATERWAYS - COMMERCIAL FISHING Discussion was held concerning the use of Village waterways by commercial fisherman. Staff was directed to request from the '~"' League of Cities any special legislation relating to this subject so that more specific direction could be requested from the Attorney General. COMP PLAN MATRIX Discussion was held concerning the Comprehensive Plan Implementation Matrix which was prepared by Public Services Director Charles R. O'Meilia. The matrix will be updated in the near future. MUNICIPAL LEAGUE - LEGAL FEES ASSESSMENT Discussion was held concerning a request by the Municipal League for a legal fee assessment in the amount of $1,025 for the Village of North Palm Beach. This item will be placed on the Regular Session agenda of March 14, 1991, pending additional information.
