02-14-1991 VC WS-M~" MINUTES OF THE WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, FEBRUARY 14, 1991 Present: V. A. Marks, M.D., Mayor Jerry G. Gardner, Vice Mayor Judy M. Pierman, President Pro Tem Manny Grinn, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Rf1T.T. C~T.T. Al Moore, Councilman Mayor Marks called the meeting to order at 10:16 p.m. All members of Council were present, except Councilman Moore, who was out~of town. All members of staff were present. BILL 641 - REPEALING SECTION 45-20 ENTITLED "ANNEXED LAND IN R-1 DISTRICT." ~ ' Discussion was held concerning Bill 64.1, a proposed ordinance repealing Section 45-20 entitled "annexed land in R-1 district" of Article II of Appendix C-Zoning, of the North Palm Beach Code of Ordinances. This item will be placed on the Regular Session agenda of February 28, 1991. BILL 645 - AMENDING SECTION 45-36 RELATING TO CONDUCT OF BUSINESS WITHIN DWELLINGS OR UPON DOCKS. Discussion was held concerning Bill 645, a proposed ordinance amending Subsection F of Section 45-36 of Article III, of Appendix C-Zoning relating to conduct of business, professional, commercial activities and home occupations upon real property and within dwellings or upon docks, piers, or waterside structures appurtenant thereto. This item was forwarded to the Regular Session agenda of February 28, 1991. BID AWARD - POLYETHYLENE REFUSE BAGS. Discussion took place concerning award of bid to Arrow Industries, Inc., Dallas, TX, for polyethylene refuse bags in the amount of $19,785.96, for 3,604 boxes at $5.49 per box, credited against ,.,,, Account No. A0000-14130. This item will be placed on the Regular Session agenda of February 28, 1991. COMPREHENSIVE ANNUAL FINANCIAL REPORT. A presentation of the Comprehensive Annual Financial Report for ~"` Fiscal Year Ended 9/30/90 was given by Debbie Diaz and Chuck Haas of Presas and Haas. 1990 CENSUS. Discussion was held concerning the validity of the 1990 census report. Due to the lateness of the hour, this discussion will be continued at the next workshop.
