ROLL CALL
Mayor Pierman called the meeting to order at 9:20 p.m. All members
of Council were present. All members of staff were present.
NEW RESIDENTS INFORMATION PACKETS
Discussion was held concerning the packet that has been developed
for distribution to new residents through the Village Clerk's
office and Public Services. During discussion, it was agreed that
inserts in the packet which contain paid medical advertising be
removed. It was also suggested that a map of North Palm Beach be
included sometime in the future.
PROMOTIONAL ADVERTISING
Discussion took place concerning a proposal to purchase and sell
promotional items such as tee shirts, sweatshirts and hats that
would have the Village logo on them, with the proceeds to be used
for Village beautification projects. It was the opinion of Village
Attorney George Baldwin that the Village cannot conduct a
commercial enterprise, but a private party could sell these items
and then donate the proceeds to the Village. No further action was
taken on this matter.
UPDATE ON GLADWIN V. VILLAGE OF NORTH PALM BEACH
President Pro Tem Marks left the meeting at 10:05 p.m. due to an
emergency call, and returned at 10:07 p.m.
Discussion was held concerning the Code Enforcement Board's
disposition of the Gladwin case. Village Manager Dennis Kelly
,,,,,, reported to the Council on the Board's final action, and
recommended that retention of Mr. Byrd be formally dissolved upon
completion of the settlement agreement. This item was forwarded to
the Regular Session agenda of October 22, 1992.
Minutes of Workshop Session
Held Thursday, October 8, 1992
PROSPERITY FARMS ROAD - LEGAL SPEED LIMIT
Discussion was held concerning changing the speed limit on
Prosperity Farms Road from 40 mph to 35 mph. The Council directed
the Village Manager to write a letter to Palm Beach County
reiterating the Council's position of keeping the legal speed limit
at 35 mph.
TERMS OF OFFICE FOR COUNTRY CLUB ADMINISTRATIVE BOARD MEMBERS.
Discussion was held concerning an amendment to Ordinance 39-90,
which created the Country Club Administrative Board (Section 2.
Composition; Terms; Vacancies), to make terms consistent with other
Boards by changing term expiration date from January to May 1st.
No action was taken on this item.
AMBULANCE SERVICE
President Pro Tem Marks requested that discussion be held
concerning medical transport for the community. This will be
placed on the Workshop Session agenda of October 22, 1992.
There being no further business to come before the Council, the
meeting adjourned at 10:45 p.m.
