09-24-1992 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 24, 1992 Present: Judy M. Pierman, Mayor V . A . Marks , M . D . , President Pro Tem Tom Valente, Councilman Gail H. Vastola, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Thomas. F. Kelsey, Ph.D., Vice Mayor ROLL CALL Mayor Pierman called the meeting to order at 8:50 p.m. All members of Council were present except Vice Mayor Kelsey. All members of staff were present. COMMERCIAL WASTE DISPOSAL FEES Discussion was held concerning Bill 697, a proposed ordinance establishing waste disposal charges for commercial property for Fiscal Year 1992-93. This item was forwarded to the Regular Session agenda of October 8, 1992. ANNUAL VENDOR CONTRACTS Discussion took place concerning a proposed resolution accepting the annual vendor contracts for labor and materials as awarded by Palm Beach County, the State of Florida, and the Palm Beach County Cooperative Purchasing Council. This item will be placed on the Regular Session agenda of October 8, 1992. F.I.N.D. AGREEMENT FOR SHORELINE PROTECTION PROJECT Discussion was held concerning the agreement with .the Florida Inland Navigation District (F.I.N.D.) for a matching grant for erosion control on the Intracoastal Waterway at the North Palm Beach Country Club. The Village Manager pointed out that the agreement does not provide reimbursement until after the project is completed, and if the Village commits to the project now and doesn't complete it due to cost, the front money cannot be refunded. The Village Manager was directed to send a letter to F.I.N.D. to inquire if the rules as outlined in the grant agreement are flexible, or if they can be suspended. No action was taken on this item at this time. '"' Minutes of Workshop Session Held Thursday, September 24, 1992 INTER-CITY EMERGENCY SERVICE Discussion was held concerning the ability of Inter-City Emergency Medical Services, Inc. to provide adequate service to the residents of North Palm Beach. Tom Weldon, representative from Inter-City, was present, and reported to the Council that the same level of service is being maintained. Councilman Valente requested that a 30-day history and status report for the Village of North Palm Beach be submitted to Council. With no further business to come before the Council, the meeting adjourned at 9:40 p.m. 2
