08-27-1992 VC WS-M"` MINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, AUGUST 27, 1992 Present: Judy M. Pierman, Mayor Thomas F. Kelsey, Ph.D., Vice Mayor V. A. Marks, M. D. , President Pro Tem Tom Valente, Councilman Gail H. Vastola, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Pierman called the meeting to order at 9:35 p.m. All members of Council were present. All members of staff were present. AMENDMENT OF ORD. 39-90, CREATING COUNTRY CLUB ADMINISTRATIVE BOARD Discussion was held concerning an amendment to Ordinance 39-90, ,~,,~ Section 2, (Composition) to include tennis and pool representation. There was no consensus to amend the composition of the Board at this time. HIRING FREEZE Discussion took place concerning implementation of a hiring freeze. Consensus of Council was that, in conjunction with the Council reviewing the monthly financial statement, the Village Manager and the Finance Director would keep the Council apprised of any projected budget shortfall of substantial amount, at which time the Council could immediately implement a hiring freeze by resolution, if necessary. AMENDMENT TO SECTION 18-35 - PARKING OF RECREATIONAL VEHICLES ON RESIDENTIAL PROPERTY Discussion was held concerning the recommendation of the Planning Commission to amend Section 18-35 of the Village Code to restrict parking of recreational, boating and camping equipment at single- family or duplex residences. Although a Public Hearing is not legally required, the Council will hold a Public Hearing regarding this matter prior to adoption, and directed the Village Manager to advertise this proposed Code amendment in the October Newsletter. ~-. Public Hearing will be scheduled for October. BUDGET TRANSFER - EMPLOYEE GROUP HEALTH Discussion was held concerning budget transfers in the amount of $69,600.00 from various line items in the General Fund to A5540- Minutes of Workshop Session Held Thursday, August 27, 1992 49913 (Reserve-Group Health) and $17,400.00 from various line items in the Country Club Fund to L8070-49913 (Reserve-Group Health) for the purpose of covering a deficit in Group Health caused by exceptional claims. This item was forwarded to the Regular Session Agenda of September 10, 1992. There being no further business to come before the Council, the meeting adjourned at 10:50 p.m. K thleen F.
