ROLL CALL
Mayor Pierman called the meeting to order at 6:00 p.m. All members
of Council were present except Vice Mayor Kelsey, who was expected
momentarily. All members of staff were present except the Village
Clerk, who was excused.
,_ Also present were Shaukat Khan, Finance Director, Charles O'Meilia,
Director of Public Services, Bruce Sekeres, Public Safety Director,
Nancy Moore, Library Director, and Wally Schott, Building Official.
PURPOSE OF SPECIAL WORKSHOP
The purpose of the Special Workshop Session was to discuss
employees' accumulated vacation earnings that exceed two years.
The Village Manager reported that no coverage could be sought under
the Omissions and Errors application of the Village's insurance.
Various options presented for consideration were 1) a split pay
option, whereby earnings would be paid out over a two and a half
year period; 2) impose mandatory time off to use up the excess time
accumulated; and 3) lump sum payment.
The Village Attorney opined that the Village has an obligation to
compensate the employees for the earnings, but has flexibility in
the manner in which this shall be done. He also recommended that
whatever decision the Council would make, the same formula should
be used for all employees.
Vice Mayor Kelsey arrived at approximately 6:10 p.m.
The consensus of Council was to use a split payment plan, with one
half the monies owed being paid out of the current budget, payment
to be made on or before September 1, 1992, and the balance due to
be paid out of the next budget, payment to be made after January 1,
1993. Employees who terminate or die shall be paid in full.

It was Mr. Baldwin's opinion that the accrued earnings should be
paid out at the current rate, as has been the past practice.
Time off for vacation accumulated in FY 89-90 and 90-91 must be
taken prior to October 1, 1993 or forfeited. No monetary
compensation shall be made for vacation time earned for this time
period.
Discussion also established that notices shall be given to
employees reiterating the enforcement of this policy, and every
employee. will be required to sign a statement of receipt of policy,
which shall be included in their personnel file.
This item will be placed on the Regular Session agenda of April 9,
1992.
There being no further business to come before the Council, the
meeting adjourned at approximately 6:55 p.m.
