• A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, APPROVING A PROPOSAL FROM
MICHAEL REDD & ASSOCIATES, P.A. FOR DESIGN SERVICES FOR THE
PROPOSED VETERANS MEMORIAL PARK AND AUTHORIZING THE
MAYOR AND VILLAGE CLERK TO EXECUTE THE PROPOSAL ON
BEHALF OF THE VILLAGE; PROVIDING FOR A FUNDING SOURCE;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village received a proposal from Michael Redd & Associates, as a sub-
consultant to Engenuity Group, Inc., the Village Engineer,to perform design services (including
design development, preparation of final working drawings, and preparation of irrigation
drawings) relating to the proposed Veterans Memorial Park; and
WHEREAS, Village Administration has independently verified the cost of the proposal and
recommends waiving the purchasing policy requirements and accepting the proposal pursuant to
the Village's Continuing Contract for Engineering Services with Engenuity Group, Inc.; and
WHEREAS, the Village Council wishes to allocate the funds for this proposal from the Council
Contingency Account and determines that approval of this Resolution is in the best interests of
the residents and citizens of the Village of North Palm Beach.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, as follows:
Section 1. The foregoing recitals are ratified as true and incorporated herein.
Section 2. The Village Council hereby approves the proposal from Michael Redd & Associates
for design services relating to the proposed Veterans Memorial Park at a total cost of$11,700.00
and authorizes the Mayor and Village Clerk to execute the proposal on behalf of the Village.
Section 3. The funds for this proposal shall be expended from the Council Contingency
Account (Account No. A5540-49911). If the Council ultimately approves the construction of
this project, the costs expended for design services shall be transferred to the appropriate account
by subsequent resolution.
Section 4. This resolution shall take effect immediately upon adoption.

Michael Redd and Associates (MRA) appreciates the opportunity to provide a proposal for
design services for the proposed Veterans Memorial Park. Please accept this proposal as an
expression of interest in and enthusiasm for this project.
Accordingly then, Michael Redd & Associates, P.A. notes the following design considerations:
Design Considerations
• The project is an approximately 15,000 sq. ft. park on the north side of the
existing library.
• The initial work product will be design development drawings by MRA. These
plans will then be the basis of construction documents prepared by MRA.
• The park space is adjacent to the North Palm Beach library.
• A goal is the creation of an outdoor passive park environment conducive to civic
functions, public relations gatherings, fund raisers, and memorial remberances.
• Main elements of the park include a veterans memorial with American flag, a
stage with trellis, trellis, seatwall, landscaping and lawn areas.
• Consideration will be given to the inclusion of a possible cast bronze "Fallen
Soldier" statue (by others).
• It is assumed under this contract that there is no stormwater drainage structure
required.

We will work from base data provided by you for all design. Accordingly then MRA offers the
following specific proposal for professional services.
TASK 1- DESIGN DEVELOPMENT
Based upon your preliminary design and
discussions, design development plans will be
prepared. Design Development Plans are the basis
for Construction Documents and provide a better
understanding of the style and design "feel" of all
site elements through the use of plans,
sections /elevations and other graphic depictions
necessary to illustrate the overall design intent. It
also serves as a basis for detailed value
engineering to determine the most cost - effective
construction techniques.
1. Meeting with Client to establish guidelines
and refinements of elements based on
your schematic design,
2. Make necessary revisions to refine and
analyze design.
3. Preparation of Design Development Plans
will include all elements of the Plaza
4. Hardscape Elements will be conceptually detailed
limited to, the following:
• Pedestrian surfaces and /or texture changes
• Special pavement treatments
■ Edge treatments
■ Landscape design
■ Other features as directed by client
■ Seating walls
■ Planters
■ Trellis
■ Street furniture
■ Paving patterns
■ Pedestrian circulation
5. Dimensions and materials will be
depicted.
6. The plans described in this section will
be prepared at appropriate scales for
presentation to the Client.
7. An "order of magnitude" cost estimate
will be prepared.

TASK 2 - FINAL CONSTRUCTION DOCUMENTS (WORKING DRAWINGS)
1. Upon approval, final working drawings will be prepared. Plans will be bid document
format.
2. All drawings will be based on site data supplied by Client.
3. All hardscape elements shall specify all finish materials, structure, and complete
dimensions.
Drawings to include the following:
• Layout Plans
■ Finish Schedule
■ Elevations
• Details (as needed)
■ Landscape Plans
STRUCTURAL
■ Foundation Plan
■ Paving Sections
• Details /Structural Plans
TASK 3 — IRRIGATION DRAWINGS
1. MRAPA will prepare final irrigation construction drawings as per Village of North Palm
Beach regulations. These plans to include:
• Irrigation design plans, details and specifications, designing plans with complete
sprinkler layout and /or drip line layouts, main /lateral piping layouts, specified
equipment, sized components, sleeves, installation details and for connection to existing
water source.
• The plans will be suitable for the bidding, permitting and construction of the irrigation
system.
• The system will be designed to limit overspray onto all walks, buildings, decks, drives
and roads using low angle heads and efficient system layout.
• The irrigation system will be designed specifying equipment that has been proven to be
dependable and efficient.
• Flec.trical detailing include pump connections but not electrical calculations or wiring at
the main electrical supply within the structure.

This proposal does not include the following:
• Changes to Design after Task 1 is approved
■
Civil Engineering
■ Permits
• Site, borings, drillings, tests, etc.
■ All expenses, such as printing.
■ Public zoning - workshops and approval meetings or presentations after task 1.
■ Surveying.
• Special site conditions requiring additional design or engineering.
Payment of fees to Consultant will not be dependent upon Owner's receipt of construction
loans, building permits and /or zoning.

Michael Redd & Associates, P.A. reserves the right to submit work done on this project for
planning and design awards and for general public relations purposes.
Contract includes all Client meetings as required.
