11-09-1993 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD TUESDAY, NOVEMBER 9, 1993 Present: V. A. Marks, M. D., Mayor Gail H. Vastola, Vice Mayor Jeffrey H. Atwater, President Pro Tem Tom Valente, Councilman Judy M. Pierman, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Marks called the meeting to order at 8:40 p.m. All members of Council were present. All members of staff were present. BILL 735 - CABLE TELEVISION RATE REGULATION Discussion was held concerning Bill 735, a proposed ordinance amending Ordinance 116-65 by providing cable television rate regulation consistent with Federal Communications Commission requirements. This item will be placed on the Regular Session agenda of December 9, 1993. RESOLUTION - CERTIFICATION FOR VILLAGE REGULATION OF CABLE TELEVISION RATES Discussion took place concerning a proposed resolution authorizing the Village Manager to file FCC Form 328, which seeks certification for the Village of North Palm Beach to regulate cable television rates. During discussion, the Council agreed that the language should be revised to authorize the Mayor to seek certification. This item was forwarded to the Regular Session agenda of December 9, 1993. RESOLUTION - REVIEW OF CABLE TELEVISION RATES Discussion was held concerning a proposed resolution authorizing the Village Manager to file FCC Form 329, seeking review of the cable television rates charged by the operator doing business in ~,., the village of North Palm Beach. During discussion, the Council agreed that this resolution should be rewritten to state that the authority for the Village shall belong to the Village Council. This resolution will be placed on the Regular Session agenda of December 9, 1993. Minutes of Workshop Session Held Tuesday, November 9, 1993 SHIRT SALES PROGRAM The Council discussed developing a shirt sales program for the purpose of raising funds for specific Recreation and Library activities. A line item will be established for this program at the Regular Session of December 9, 1993. The Recreation Advisory Board will discuss the implementation of this program at their December Board meeting, and will make recommendations to the Council in this regard. COUNTYWIDE LAW ENFORCEMENT MUTUAL AID AGREEMENT Discussion took place concerning a proposed countywide Law Enforcement Mutual Aid Agreement for combined operational assistance and voluntary cooperation. The Agreement will be placed on the Regular Session agenda of December 9, 1993. GRIEVANCE COMMITTEE REPORT ~ Discussion was held concerning the recommendation of the Grievance Committee regarding the grievance filed by Public Services non- union employees, recommending a 3o pay increase retroactive to May 5, 1993 in the amount of $12,450.00, to be transferred from A5540-49915 (Raises & Benefits) to various Public Services personnel accounts. This was forwarded to the Regular Session agenda of December 9, 1993. There being no further business to come before the Council, the meeting adjourned at 9:30 p.m. 2
