ROLL CALL
Mayor Marks called the meeting to order at 8:05 p.m. All members
of Council were present. All members of staff were present.
MUTUAL AID AGREEMENTS WITH LOCAL GOVERNMENTS FOR EMERGENCY
PREPAREDNESS AND AID DURING NATURAL DISASTERS
Discussion was held concerning a proposed resolution advocating
development of mutual aid agreements among local governments within
and surrounding the South Florida Region for reciprocal emergency
aid and assistance in case of a natural disaster. This resolution
will be placed on the Regular Session agenda of August 12, 1993.
RESOLUTION OBJECTING TO PROPOSAL PRE-EMPTING MUNICIPALITIES' ZONING
AND PLANNING AUTHORITY OVER JWENILE DETENTION FACILITIES
Discussion took place concerning a proposal being considered by the
State of Florida which would pre-empt a municipality's zoning and
planning authority over the siting of juvenile detention facilities
and/or other correctional facilities. This was forwarded to the
Regular Session of August 12, 1993.
PALM BEACH COUNTY COMMISSIONERS AMENDMENT TO THE WETLANDS
PROTECTION SECTION OF THE UNIFIED LAND DEVELOPMENT CODE
Discussion was held concerning a proposed resolution objecting to
,_, the amending of the Wetlands Protection Section of the Unified Land
Development Code in any manner which precludes municipalities from
being able to "opt out" of the wetlands protection ordinance. This
will be placed on the Regular Session agenda of August 12, 1993.

BUDGET TRANSFER FOR SANITATION-AUTO PARTS
Discussion was held concerning a budget transfer in the amount of
$7,500.00 from various Sanitation accounts to A7020-35218 (Auto
Parts) to replenish account depleted by unanticipated repairs.
This budget transfer originally was presented at the Workshop of
7/8/93 in the amount of $4,800.00. Subsequently, it was revised to
include an additional amount of $2,700.00 for an emergency
transmission overhaul. This was forwarded to Regular Session on
August 12, 1993.
BUDGET TRANSFER FOR VILLAGE HALL SHUTTERS
Discussion was held concerning a transfer and reallocation of funds
in the amount of $20,000.00 from various accounts to A5509-66210
(Construction & Major Renovation) for the purpose of installing
hurricane shutters at the Village Hall. The budget transfer was
revised by deleting the amount of $5,000 from A8028-66422
(Playground and Outside Equipment) and adding A5540-49916 (Reserve-
Accrued Benefits) in the amount of $2,500.00. The amount of
$6,000.00 from A5540-49911 (Reserve-Misc.) was increased to
$8,500.00. This item was forwarded to the Regular Session agenda
of August 12, 1993. During the discussion, the Village Manager was
asked to check into the high grass and/or weeds growing at the
building formerly occupied by Wag's, as well as the lot next to it.
High grass was also noted at a property on Lighthouse Drive just
before the bridge.
BID AWARD FOR TENNIS COURT RESURFACING
The Council discussed a bid award to Accurate Tennis Courts of Boca
Raton, Florida in the amount of $6,576.00, funds to be expended
from A8028-34620 (R&M-Bldgs. & Grounds) for resurfacing of two
tennis courts at Anchorage Park and the two public courts at the
North Palm Beach Country Club. This will be placed on the Regular
Session agenda of August 12, 1993.
REFUND OF DISABILITY TRUST FUND PAYMENT TO FIRMA
The Council discussed approval of a refund to FIRMA in the amount
of $108,665.00, which the Florida Special Disability Trust Fund
,.,,, sent in error to the Village of North Palm Beach. This was
forwarded to the Regular Session agenda of August 12, 1993.

VILLAGE HISTORIAN APPOINTMENT
Discussion was held concerning the appointment of Norv Roggen as
Village Historian for the Village of North Palm Beach. A
resolution for his appointment will be prepared for the August 12th
Regular Session.
With no further business to come before the Council, the meeting
