06-24-1993 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JUNE 24, 1993 Present: V. A. Marks, M. D., Mayor Gail H. Vastola, Vice Mayor Jeffrey H. Atwater, President Pro Tem Tom Valente, Councilman Judy M. Pierman, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Marks called the meeting to order at 8:20 p.m. All members of Council were present. All members of staff were present. BILL 718 - AMENDING TERMS OF COUNTRY CLUB ADVISORY BOARD MEMBERS AND AMENDING DATE OF ELECTION OF OFFICERS Discussion was held concerning Bill 718, a proposed ordinance amending Sections 9-17 and 9-19 of Article II, Chapter 9 of the Code of Ordinances, amending terms of existing members of the Board, appointment time, and election of Officers of the Board, to conform with other Boards. This Bill will be revised to include pool and tennis representation for the Country Club Administrative Board, and to change date of appointments to October 1st. BILL 722 - AMENDING GENERAL FUND BUDGET FOR FY 1992-93 FOR NORTH PALM BEACH COUNTY/MARTIN COUNTY AMERICAN ASSEMBLY PLANNING FORUM The Council discussed establishing a line item to appropriate funds in the amount of $500.00 to the Florida Atlantic University Institute of Government in support of the North Palm Beach County/Martin County American Assembly Planning Forum to be held 8/26/93 - 8/28/93. The Council declined to forward this item to a Regular Session. RESOLUTION AUTHORIZING INTERLOCAL AGREEMENT WITH NORTHERN PALM BEACH COUNTY WATER CONTROL DISTRICT FOR JOINT STORM WATER MONITORING SYSTEM Discussion took place concerning an Interlocal Agreement with the Northern Palm Beach County Water Control District for monitoring program as required by NPDES permit. This was forwarded to the Regular Session agenda of July 8, 1993. ~" Minutes of Workshop Session Held Thursday, June 24, 1993 HARBOUR POINT MARINA - AMENDMENT TO PUD AGREEMENT Discussion was held concerning an amendment to Ordinance 38-90, a PUD known as Harbour Point Marina, Sections 4 and 7, by deferring cash contribution payment date from 11/1/93 until 11/1/95, and also granting a one-year extension of the first phase commencement date from 11/1/93 to 11/1/94. Peter Armold was present from the law firm of Gary, Dytrych & Ryan, which represents Harbour Point Marina. The consensus of Council was to deny the request for deferment of the cash contribution date, but to consider an extension of the first phase commencement date by one year. other options were discussed, i.e. a separate and additional cash contribution in exchange for a deferred payment date on the $150,000; or payment of a portion of the cash contribution when due, with the balance delayed either for one year or on a payment schedule. This will be placed on the next Regular Session agenda of July 8, 1993. ADJOURNMENT With no further business to come before the Council, the meeting adjourned at 9:25 p.m. a hleen F.
