03-25-1993 VC WS-M'"~ MINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 25, 1993 Present: V. A. Marks, M. D., Mayor Gail H. Vastola, Vice Mayor Jeffrey H. Atwater, President Pro Tem Tom Valente, Councilman Judy M. Pierman, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Marks called the meeting to order at 8:52 p.m. All members of Council were present. All members of staff were present. REVISED SIGN CODE Item 6.a. was moved forward at this time as a courtesy to members of the Planning Commission, who were present to participate in discussion of the proposed revised sign code. Fred Singer, Chairman of the Planning Commission, reported to the Council on the two-year project by the Planning Commission and an Ad Hoc committee comprised of North Palm Beach merchants. Prior to scheduling a Public Hearing, the Village Council will hold a Special Joint Workshop with the Planning Commission on Wednesday, April 7, 1993, from 5:45 p.m. until 7:00 p.m. to discuss the proposed revisions in more detail, with an additional joint workshop to be scheduled, if necessary. BILL 711 - PARKER BRIDGE Discussion was held concerning Bill 711, a proposed ordinance regulating the removal of appurtenances for purposes of reducing Parker Bridge openings. Village Attorney George Baldwin opined that such an ordinance by a municipality would be preempted by Federal regulations. The Council directed Mr. Baldwin to move forward with this, in whatver form is possible, for the Regular Session agenda of April 8, 1993. MODIFICATION OF SANCTUARY BAY PUD AGREEMENT Discussion took place concerning a revised conceptual site plan for ,._. Sanctuary Bay, which includes a reduction in density from 232 units to 173 units, an additional entrance located on Monet Road, elimination of a bridge crossing over existing mangroves, and a proviso requiring that cul-de-sacs meet requirements of the subdivision ordinance. Leonard Mercer, representing Sanctuary Bay, ''" Minutes of Workshop Session Held Thursday, March 25, 1993 addressed the Council regarding the requested modification. This item was forwarded to the Regular Session agenda of April 8, 1993. FALSE ALARM CHARGES The Council continued discussion concerning amending false alarm charges for single-family and multi-family dwellings as established in the North Palm Beach Code of Ordinances. A proposed amended ordinance will be placed on the Regular Session Agenda of April 8, 1993, incorporating changes to the multi-unit rate schedule on page 4 of the draft, as well as Mr. Baldwin's recommended changes as stated in his letter of March 16, 1993. LABOR CONSULTANT AGREEMENT Discussion was held concerning the renewal of the Agreement between Glen Torcivia and the Village of North Palm Beach for Labor Consultant services. The basic agreement will remain the same, with the exception that the cap will be $8,000 instead of $5,000. This item will be placed on the Regular Session Agenda of April 8, 1993. BID AWARDS - GOLF COURSE EQUIPMENT Discussion took place concerning bid awards to multiple bidders for various budgeted Golf Course Maintenance equipment, with funds to be expended from L8045-66490 (Machinery & Equipment). These bid awards were forwarded to the Regular Session Agenda of April 8, 1993. LEGAL DESIGNATION OF LAKESIDE PARK Discussion was held concerning the legal designation of Lakeside Park. Village Attorney George Baldwin advised the Council that Lakeside Park is designated as an active park, but with restrictions within 100 feet of adjacent homes. BASKETBALL GOAL AT LAKESIDE PARK Discussion was held concerning the addition of a second basketball goal to the Lakeside Park blacktop. Considering the aforementioned discussion of restrictions within 100 feet, Mr. O'Meilia reported to the Council that his department could move the courts to the ,~.., south to comply with the stated restriction. Mr. O'Meilia will provide drawings of the proposed location, and this item will be placed on the Regular Session Agenda of April 8, 1993. 2 Minutes of Workshop Session Held Thursday, March 25, 1993 There being no further business to come before the Council, the meeting adjourned at 10:30 p.m. a hleen F.
