B. DECLARATION OF EX PARTE COMMUNICATIONS C. PUBLIC HEARINGS AND QUASI-J UDICIAL MATTERS 1. PUBLIC HEARING AND SECOND READING OF ORDINANCE 2011-19— STORMWATER MANAGEMENT Consider a motion to adopt and enact on second reading Ordinance 2011-19, a proposed ordinance amending the Code of Ordinances to delegate oversight of the stormwater system to the Community Development Department and provide for enforcement of stormwater regulations by the Code Enforcement Special Magistrate. ACTION 2. FIRST READING OF ORDINANCE 2011-20 — CHANGE OF GENERAL ELECTION DATE Consider a motion to adopt on first reading Ordinance 2011-20, a proposed ordinance affording Council the opportunity to change the date of the March 13, 2012 general election to coincide with the Presidential Preference Primary on January 31, 2012. ACTION Regular Session Agenda, October 13, 2011 Page 2 of 2 D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro-forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. 1. Resolution 2011-40 ratifying the First Addendum to the 2010-13 Collective Bargaining Agreement between the Village and Palm Beach County Police Benevolent Association 2. Resolution 2011-41 approving Amended Adoption Agreement with ICMA Retirement Corp. to modify terms of the Village Manager Retirement Plan 3. Receive for file Minutes of the ad hoc Business Advisory Committee meeting held 8/3/11 4. Receive for file Minutes of the Golf Advisory Board meeting held 9/12/11 5. Receive for file Minutes of the Library Advisory Board meeting held 9/27/11 E. OTHER VILLAGE BUSINESS MATTERS 1. RESOLUTION — BUDGET AMENDMENT—CAPITAL PROJECTS FUND Consider a motion to adopt a proposed resolution authorizing a budget amendment for the purpose of transferring unused capital expenditure money to the Capital Projects Fund for use during the 2011-12 fiscal year. ACTION 2. MOTION — FINAL CLOSEOUT OF COUNTRY CLUB PARKING LOT OVERLAY PROJECT Consider a motion authorizing final payment to Charles S. Whiteside, Inc. in the amount of $129,933.35 for the overlay of the Country Club parking lot, in accordance with Village policy. ACTION F. COUNCIL AND ADMINISTRATION MATTERS 1. ADJOURNMENT If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). This agenda represents the tentative agenda for the scheduled meeting of the Village Council.
