03-09-1995 VC WS-MMINUTES OF WORKSHOP SESSION - OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 9, 1995 Present: Gail H. Vastola, Mayor Tom Valente, Vice Mayor V. A. Marks, M. D., President Pro Tem Larry Kelley, Councilman Paul D. Moore, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Vastola called the meeting to order at 8:26 p.m. All members of Council were present. All members of staff were present. BID AWARD -WABASH DRIVE WATER MAIN Discussion was held concerning awarding of bid to Russell Trucking, Inc., Palm Beach Gardens, Florida, in the amount of $23,523.00 from A5206-66001 (Wabash Drive Assessment) for furnishing and installing a water main on Wabash Drive. This item was forwarded to the Regular Session agenda of March 23, 1995. PROJECT GRADUATION -DONATION Discussion was held concerning a request for donation to Palm Beach Gardens High School for "Project Graduation". It was determined that $500.00 may be available from the Executive Salary account, due to a Council vacancy for two months. This was forwarded to the Regular Session agenda of March 23, 1995. CONSULTANT SERVICES -PUBLIC SAFETY ELECTRICAL SYSTEM The Council discussed hiring a consultant and providing funds for electrical work to be done in concert with the revamping of the Public Safety Communications Center, with $5,000.00 for consulting services and $25,000 for the work. The Council forwarded the matter of hiring a consultant, cost not to exceed $4,900.00, to the Regular Session agenda of March 23, 1995. DEDICATION OF NORTH SUBSTATION The Village Council set the date of Sunday, March 26, 1995 at 2:00 p.m. for the dedication of the north substation, which will be named for Jerry Gardner. This date is tentative, pending agreement of the Gardner family. This will be placed on the Regular Session agenda of March 23, 1995. Minutes of Workshop Session Held Thursday, March 9, 1995 INSTALLATION OF TELEPHONE LINES FOR GENERAL SERVICES AND VILLAGE CLERK'S OFFICE Discussion took place concerning installation of two new telephone lines, one for General Services and one for the Village Clerk's office. This item was forwarded to the Regular Session agenda of March 23, 1995. OPTING OUT OF COUNTYWIDE ORDINANCE -FILM-MAKING DISRUPTION Discussion was held concerning opting out of a proposed countywide ordinance regarding disruption of commercial film and audio-visual productions. The Council took no action on this matter. FLORIDA INLAND NAVIGATION DISTRICT (F.I.N.D.) RENEWAL Discussion took place concerning support for continuation of the Florida Inland Navigation District (F.I.N.D.), as it becomes subject to Florida Sunset laws. A resolution supporting continuation will be prepared for the Regular Session of March 23, 1995. RENEWAL OF LABOR CONSULTANT'S AGREEMENT Discussion was held concerning renewal of contract between the Village of North Palm Beach and Patricia I. Taylor, Labor Consultant. This item was forwarded to the Regular Session agenda of March 23, 1995. LAKESIDE PARK PARKING LOT APPROACH Discussion was held concerning replacement of the parking lot approach at Lakeside Park.
