ROLL CALL
Mayor Valente called the meeting to order at 8:32 p.m. All members of Council were
"'~ present except President Pro Tem Larry Kelley. All members of staff were present.
STATEMENTS FROM THE PUBLIC
Niels Petersen, 2615 Wabash Drive, asked the Village Council if anyone had considered
putting a sprinkler system in the swale area by the concrete wall that separates the
church property from Wabash Drive. Staff was directed to check into this matter to see
if a system had ever been installed.
BILL 779 - AMENDING POLICE & FIRE PENSION BENEFITS - ROLLOVER
DISTRIBUTIONS
Discussion was held concerning a proposed amendment to Division 4 of Chapter 2 of the
Code of Ordinances (Pension and Certain Other Benefits for Police and Fire Employees)
by adding Section 2-170 providing for direct transfers of eligible rollover distributions.
During discussion, Village Attorney George Baldwin clarified that the term "code" used in
the body of the ordinance refers to the Internal Revenue Code of the United States.
Language will be added to the draft ordinance to reflect that definition. This item will be
placed on the Regular Session agenda of April 27, 1995.
BID AWARD -DUMP TRUCK BODY
Discussion was held concerning the bid of Rayside Truck and Trailer, West Palm Beach,
Florida in the amount of $8,210.00 for the fabrication, mounting and delivery of one dump

truck body, funds to be expended from A7020-66410 (Sanitation-Automotive). This item
was forwarded to the Regular Session agenda of April 27, 1995.
BUDGET TRANSFER -VARIOUS LINE ITEMS - NPB COUNTRY CLUB
Discussion took place concerning a transfer of funds from various line items to various
line items as detailed on budget transfer memo to Council from Shaukat Khan dated
3/29/95 for the purpose of offsetting various commitments. The Village Council requested
a breakdown of $11,000 paid to Bill Lanthier prior to the next meeting. This item will be
placed on the Regular Session agenda of Thursday, April 27, 1995, pending review and
recommendation by the Country Club Administrative Board prior to the Regular Session.
BUDGET TRANSFER FOR SPECIAL AUDIT AT THE NPBCC RESTAURANT
Discussion was held concerning a recommendation of the Country Club Administrative
Board that Council approve a budget transfer for a special audit by Haas, Diaz & Co. for
analysis of the food and beverage operation at the Country Club restaurant in the amount
~- of $2,390.00, transferring $1,490.00 from L8070-49910 (Country Club Contingency) to
L8056-33210 (Accounting & Auditing). This item was forwarded to the Regular Session
agenda of Thursday, April 27, 1995.
BUDGET TRANSFER FOR GOLF COURSE CAPITAL ITEMS
Discussion took place concerning a recommendation of the Country Club Administrative
Board to transfer allocated funds for approved capital item for unbudgeted purchase of
anew fairway aerifier, estimated price of $4,300.00 and a new fertilizer spreader,
estimated price of $5,600.00, replacing a budgeted triplex mower ($12,500.00). This item
will be placed on the Regular Session agenda of Thursday, April 27, 1995.
INTERLOCAL AGREEMENT FOR LOCAL OPTION GAS TAX
Discussion was held concerning a local option gas tax Interlocal Agreement and
Amendment as negotiated between the Palm Beach County Municipal League and the
Palm Beach County Commission. This will be placed on the Regular Session agenda of
Thursday, April 27, 1995.

held Thursday, April 27, 1995
The Village Council discussed directing staff to begin preliminary discussion with
Seacoast Utility Authority concerning purchase of the sewer plant property at Anchorage
Park. This was forwarded to the Regular Session of Thursday, April 27, 1995.
INTERLOCAL AGREEMENT -CONGRESS AVENUE EXTENSION
Charlie Walker, Palm Beach County Traffic Engineer, was present to discuss a proposed
Interlocal Agreement between Palm Beach County, Palm Beach Gardens, Riviera Beach,
Town of Lake Park, Village of North Palm Beach and the MacArthur Foundation
concerning traffic level of service on Northlake Blvd. and the construction of Congress
Avenue and the Northlake Boulevard reliever. The Village Council did not take any action
on this item at this time.

With no further business to come before the Council, the meeting adjourned at 9:50 p.m.
