RE: Budget Workshop Minutes of July 8, 1996
The following represents, in essence, the budget workshop minutes of the North Palm Beach
Village Council of Monday, July 8, 1996, convening at 7:00 p.m. All Council members were
present. The following staff members were present for their respective budgets: Recreation
Director Mark Hodgkins, Library Director Nancy Moore, Village Clerk Kitty Kelly, and present
throughout the budget session were Village Manager Dennis Kelly and Finance Director Shaukat
Khan. The following board members and citizens were present: Library Advisory Board: John
Farley, Tillie Gardner and Vivian Brichta; Recreation Advisory Board: Joe Bova, Brian
Mahoney, and Robin Wassmuth; citizens present to discuss recreation programs: Ms. Sara Ward
and Ms. Marguerite Saitta. The Village Council reconvened their review with the Library budget
and the following items were discussed and/or changed:

PUBLIC SERVICES ADMINISTRATION
• P. 114, clarification provided regarding increase in personnel. The Village currently has
one full-time permanent Code Enforcement Officer; the budget for 1996-97 proposes a
permanent half-time Code Enforcement Officer position effective December 1, 1996
(budgeted for 10 months). There exists in the current budget one, full-time permanent
Building Inspector. During the 95-96 fiscal year, the Village Council approved afull-time,
temporary Building Inspector. In the proposed 1996-97 budget the Council is proposing to
make both Building Inspectors full-time, permanent positions.
STREET MAINTENANCE
A7321-35222, Trees and Sod $17,000 $19,000
Pilot project to xeriscape median on Northlake Boulevard, immediately east of Prosperity
Farms Road.
The meeting was adjourned at 10:00 p.m. and will reconvene on Tuesday, July 9, 1996, at 7:00
p.m. beginning with the Finance Department's budget, then the Village Manager's Department
budget.
