Kelly, Village Man DATE: September 9, 1996 RE: Budget Memorandum-Budget Workshop of September 5, 1996 The following represents in essence the budget workshop minutes of the North Palm Beach Village Council of Thursday, September 5, 1996, convening at approximately 7:00 p.m. The following Council members were present: Vice Mayor Tom Valente, Councilman Charles O'Meilia, Councilman Gail Vastola, and Councilman Larry Kelley. Mayor V.A. Marks was absent due to illness. Staff present were Village Manager Dennis Kelly and Finance Director Shaukat Khan. The Village Council reconvened their review of the proposed budget for fiscal year 1996-97 with the following changes: • Council budgeted one additional Public Safety Officer and one additional Dispatcher to ''~` be hired no earlier than 1 December 1996 for ten months of the fiscal year. The total amount budgeted for the PSO and the Dispatcher is approximately $51,592, including benefits. The Regular Overtime account is to be reduced by the same. Staff was instructed to leave the balance, i.e. approximately $7,334 in the Overtime Account for regular overtime budget. • Council consensus was to set the millage rate at 5.06 which equals the current rollback rate. • Council agreed to the 401(a) Deferred Compensation contract with the modification that the percent of contribution on behalf of the Village Manager would reflect the current percentage amount made on regular General Fund employees pension contribution. For FY 96-97 that amount equals 11.0%. • Administrative costs for the 401(a) Deferred Compensation program cquals $600, and that amount is to be taken out of the Village Manager's Contingency Account and accounted for under the appropriate pension line item under the Village Manager's budget.
