01-13-1997 VC SP WS-MMINUTES OF SPECIAL WORKSHOP SESSION OF THE ,,,^ VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD MONDAY, JANUARY 13, 1997 Present: V. A. Marks, M. D., Mayor Tom Valente, Vice Mayor Gail Vastola, Councilman Charles O'Meilia, Councilman Dennis W. Kelly, Village Manager ROLL CALL Mayor Marks called the meeting to order at 7:00 p.m. All members of Council were present, except President Pro Tem Larry Kelley. The Village Manager was present. PURPOSE OF THE SPECIAL WORKSHOP The purpose of the Special Workshop was to discuss revision of the Village's Personnel Rules and Regulations. PERSONNEL RULES AND REGULATIONS ~,,, Discussion was held concerning a Pay for Performance Plan. The Village Manager was directed to bring back wording on this for the next Special Workshop on Thursday, January 16th. The following changes were made to the draft Rules and Regulations: RECRUITMENT. SELECTION AND EMPLOYMENT TERM OF APPLICANTS: Change retention of applications from 6 months to 2 years in accordance with State law. PROCEDURE FOR FILLING VACANCIES: Add wording concerning layoff list to make 5.08 consistent with 5.03. PROBATIONARY PERIODS DURATION: a. Change 6 months to 180 calendar days. ,.-, b. Change 3 months to 90 calendar days; delete "determined", and add "recommended by Department Heads and approved" Minutes of Special Workshop Meeting Held January 13, 1997 HOURS OF WORK LUNCH PERIODS: Delete "is one hour long and", and "certified". CALL BACK: Change "A non-exempt" to "An included". OVERTIME GENERAL POLICY: Delete sentence beginning "As a general rule ..." INCLUDED EMPLOYEES: Change "non-exempt" in heading to "included"; correct (4) to (40). EXCLUDED EMPLOYEES: ,~"~ Change "exempt" to "excluded" in heading and first sentence. LEAVE POLICIES VACATIONS: a.2. Language added: "No one shall take a vacation of such length as to jeopardize the effectiveness of the duties of that position. The Department Head and/or the Village Manager shall determine, based on the conditions specific to the period sought for the vacation, whether or not the length of the vacation is appropriate. If deemed inappropriate, the Department Head and/or the Village may limit the length of any given vacation request." b. Language added to clarify who is eligible for a vacation. b.1. Change "first year" to "new", add "maximum" and "if still employed by the Village". b.2. Add "the following" in front of October 1; same for b.3, and b.4. c. Delete second mention of "the holiday or regular days off". f. Earned annual leave: delete sentence and use language from Resolution 23-92. 2 Minutes of Special Workshop Meeting Held January 13, 1997 ,~-~ PERSONAL LEAVE WITHOUT PAY: Change "six (6) months" to "one hundred eighty (180) days", and delete last line in paragraph. HOLIDAYS: Delete New Year's Eve Day, and substitute "other duly recognized holiday as determined by each Department". Delete last paragraph. SICK LEAVE: b. Change "regular" to "permanent"; delete part of sentence in parentheses; add "for that month" to end of sentence. c. Add "or cause" and "accumulated" to last sentence. d.5. Add "of employee". e. Change 5f. and 6., f., g., h., i. to become f., g., h., i., j., k. k. Add "permanent" in front of "full time". k.1. Sentence to read "The availability of "usable days" in the pool is determined by the sick leave time donated by other employees". MEDICAL LEAVE WITHOUT PAY: Change "regular" to "permanent" in first sentence. JURY DUTY, OTHER LEGAL DUTIES: a. Insert "Permanent full-time" in front of "employees"; same for b. MEETINGS, CONFERENCES OR CONVENTIONS: Insert "Permanent full-time" in front of "employees"; delete "regular". MILITARY LEAVES: a. In last sentence, insert "from the Village" at end. 3 Minutes of Special Workshop Meeting Held January 13, 1997 c. Add "permanent" in front of "full time employee". d. Add "permanent" in front of "full time employee"; in second sentence, add "sick" to parentheses. SICK LEAVE REIMBURSEMENT f. Change "October" to "May". SAFETY AND WORKERS' COMPENSATION WORKERS' COMPENSATION: In fourth paragraph, add "the total compensation" before "not to exceed"; change "their" to "his/her"; add "calendar" before "days". Delete fifth paragraph. TRAINING '"~ TUITION REFUND PROGRAM: a. Add "permanent" in front of "full-time". b. In fifth paragraph, first sentence, change "employ" to "employment"; in last sentence, add "the" preceding "one year" followed by "period". Add section d., to contain language stating that applications for course work shall be submitted in May, so that funds may be budgeted for that purpose, subject to Council approval, for the next fiscal year.
