Vastola, Mayor Charles O'Meilia, Vice Mayor Tom Valente, Councilman David Norris, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Larry Kelley, President Pro Tem ROLL CALL Mayor Vastola called the meeting to order at 9:45 p.m. All members of Council were present except President Pro Tem Kelley, who was absent due to illness. All members of staff were present. ,,~.,. ANCHORAGE PARK RECREATION BUILDING AND OSBORNE PARK CONCESSION STAND -CONSTRUCTION/DESIGN PLANS Rudy Arsenicos was present for continued discussion of the Anchorage Park Recreation Building and the Osborne Park Concession Stand. Mr. Arsenicos suggested that it may benefit the Village to bid both the Anchorage Park and Osborne Park projects as one bid package, and that the contractors would have the option of bidding one or the other, or a combination thereof. The consensus of the Council was that the sewer lines not be moved, and that the building be located at the north end of the property. Both projects will be reviewed by the Planning Commission prior to being placed on the Council's Regular Session agenda of April 24, 1997. BUDGET TRANSFER -SPECIAL LEGAL SERVICES Discussion was held concerning a budget transfer in the amount of $37,000 to cover special legal services for various legal issues identified in staff report and RCA dated 4/4/97, from A5540-49911 (Council Contingency) to A51 05-331 1 2 (Special Legal Services). This was forwarded to the Regular Session agenda of April 24, 1997. BUDGET WORKSHOP SCHEDULE The Council discussed a proposed schedule for Council Budget Workshops. A revised schedule will be distributed by the Finance Director. MINUTES OF WORKSHOP SESSION HELD 4/10/97 BUDGET TRANSFER -VILLAGE ATTORNEY Discussion was held concerning a budget transfer in the amount of $39,000 to fund unanticipated legal expenses exceeding budget estimate; $20,000 from A5540-49912 (Reserve-Gas Leak) and $19,000 from A5540-49911 (Council Contingency) to A5105- 33111 (Monthly Retainer). This item will be placed on the Regular Session agenda of April 24, 1997. BILL 879 -AMENDING CODE -VILLAGE MANAGER BENE Discussion took place concerning Bill 879, a proposed ordinance amending Section 2-116 of Article IV., Manager, of the Chapter 2 of the Code to define benefits for the Village Manager. Additional language specifying benefits is to be inserted, as well as language that requires the Village Manager to furnish a balanced budget each fiscal year without the use of unappropriated funds. EMPLOYMENT AGREEMENT WITH VILLAGE MANAGER ~ The Council discussed an amendment to the 1989 Employment Agreement with the Village Manager. The amendment is to be revised to specify benefits as stated in Bill 879, as well as additional language to require the Manager to present a balanced budget each fiscal year without the use of unappropriated funds.
