07-24-1997 VC WS-MMINUTES OF WORKSHOP SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY 24, 1997 Present: Gail H. Vastola, Mayor Charles O'Meilia, Vice Mayor David Norris, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Absent: Larry Kelley, President Pro Tem Tom Valente, Councilman ROLL CALL Mayor Vastola called the meeting to order at 8:52 p.m. All members of Council were present except President Pro Tem Kelley, who was absent due to illness, and Councilman Valente, who was out of town. All members of staff were present. PERSONAL USE TRAILERS L Discussion was held concerning amending the Code to allow personal use trailers in the R-1 zoning district. Various changes were made to the proposed language, as follows: In ¶2, line 3, the word "exclusively" was inserted after the word "used"; in line 4, the word "recreational" was inserted between the words "personal" and "use"; the word "open" on line 5 was changed to read "side or rear yard". In Section (8), line 4, "length" was changed to "length and width". It being noted that a conflict would be created with a current ordinance, staff was directed to review all references to screening in rear yards. The last sentence in (8) was changed to read "A wall, gate or fence shall not exceed six (6) feet in height when located in any building setback area. In Section (8), lines 2 and 3, the phrase "and street right-of-way" will be included with "adjacent properties, streets and waterways". The consensus of Council was to also include ATV's and motorcycles/motorbikes. AMENDING CODE -REGULATING VEHICLE SIGNS Discussion was held concerning amending Subsection (b)(23) of Section 6-113, Prohibited Signs, of Article V, Signs and Outdoor Displays, of Chapter 6 of the Code. Changes made to the proposed language in B(23) included changing the first sentence to read "Vehicle signs with a total sign area on any vehicle 10 sq. ft. or less; vehicles visible from any street right-of-way, when the vehicle:". Minutes of Workshop Session Held Thursday, July 24, 1997 OFFICIAL ZONING MAP Discussion was held concerning approving a new zoning map supersedes the prior official zoning map and authorizes the Mayo sign and seal the new official zoning map. This was forwarded to agenda of August 14, 1997. BUDGET TRANSFER -SPECIAL LEGAL SERVICES of the Village which r and Village Clerk to the Regular Session The Council discussed a budget transfer request in the amount of $15,000 from A5540- 49911 (Council Contingency) to A51 05-331 1 2 (Special Legal Services) for the purpose of covering special legal costs for the remainder of FY 1996-97. This was forwarded to the Regular Session of August 14, 1997. NPDES INTERLOCAL AGREEMENT Discussion took place concerning authorizing the Mayor and Village Clerk to execute an ,.,,, Interlocal Agreement between the Village and the North Palm Beach County Improvement District which designates the Northern Palm Beach County Improvement District as Lead Permittee and the Village of North Palm Beach as Co-permittee in the permit application process known as the National Pollutant Discharge Elimination System (NPDES). This will be placed on the Regular Session agenda of August 14, 1997. BUDGET TRANSFER -CANVAS AWNING FOR FIRE BAY Discussion was held concerning a budget transfer in the amount of $2,530.00 for a canvas awning/enclosure for fire truck #1; $1,398 from A5812-33130 (Physical Exams) and $1,132 from A5812-34010 (Travel) to A5812-66210 (Construction & Major Renovation). This was forwarded to the Regular Session agenda of August 14, 1997. MODULAR BUILDING LEASE AGREEMENT Discussion took place concerning renewal of the modular building lease used for the Public Safety North Subsection. By consensus, the Council selected a 12-month extension, and directed that at least two or three renewal options be included in the lease agreement. This will be placed on the Regular Session agenda of August 14, 1997. 2 Minutes of Workshop Session Held Thursday, July 24, 1997 CCAB ENABLING ORDINANCE Discussion was held concerning changes to Article II of Chapter 9, Administrative Board, of the Village of North Palm Beach Code or Ordinances. The Village Attorney was directed to review the Charter and compare it against other areas of the Code of Ordinances which relate to the Country Club Administrative Board. This will be brought back to a future Council meeting when a more complete Council is present. VILLAGE MANAGER'S REPORT The Village Manager reported that the proposed plans for the Public Safety facility are ready to come before the Planning Commission for preliminary approval. A Special Meeting will be scheduled for August 12, 1997 for this purpose. Public Services Director Tom Hogarth reported that the Planning Commission will hold a conceptual review of the proposed Winn-Dixie on the Conrad DeSantis property on August 5th, 1997. The Council directed Mr. Hogarth to notify interested parties, including Mrs. McLaren from McLaren Road and residents on the west side of Ellison Wilson Road r„~ next to Mclaren Road.
