• A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
NORTH PALM BEACH, FLORIDA, RATIFYING A FIRST ADDENDUM
AMENDING ARTICLE 30 OF THE COLLECTIVE BARGAINING
AGREEMENT WITH THE PROFESSIONAL FIREFIGHTERS/PARAMEDICS
OF PALM BEACH COUNTY, LOCAL 2928, RELATING TO WAGES FOR
BARGAINING UNIT MEMBERS AND AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE THE FIRST ADDENDUM; PROVIDING
FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Articles 30 and 34 of the existing Collective Bargaining Agreement ("CBA")
between the Village and The Professional Firefighters/Paramedics of Palm Beach County, Local 2928
("IAFF") provide for reopened negotiations relating to wages; and
WHEREAS, the Village and the IAFF have engaged in collective bargaining negotiations and
have agreed upon an amendment to Article 30, as set forth in the First Addendum to the CBA,
and the First Addendum has been ratified by the collective bargaining unit; and
WHEREAS, the Village Council determines that the ratification of the First Addendum to the
CBA is in the best interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and correct and are incorporated herein.
Section 2. The Village Council hereby ratifies the First Addendum to the 2010-13 Collective
Bargaining Agreement between the Village and The Professional Firefighters/Paramedics of
Palm Beach County, Local 2928, a copy of which is attached hereto and incorporated herein, and
authorizes the Mayor and Village Clerk to execute the First Addendum on behalf of the Village.
Section 3. All resolutions or parts of resolutions in conflict herewith are hereby repealed to
the extent of such conflict.
Section 4. This Resolution shall take effect immediately upon adoption.

FIRST ADDENDUM
TO 2010-2013 COLLECTIVE BARGAINING AGREEMENT
(WAGE RE-OPENER 2011)
Q This First Addendum to the Collective Bargaining Agreement is entered into this
CI day of (av 44"5 a. , 2011, by and between the VILLAGE OF NORTH PALM
BEACH (tl "VILLAGE") and THE PROFESSIONAL
FIREFIGHTERS/PARAMEDICS OF PALM BEACH COUNTY, LOCAL 2928 (the
"IAFF") for the purpose of modifying an existing Collective Bargaining Agreement
between the VILLAGE and the IAFF.
WHEREAS, the VILLAGE and IAFF are parties to a a Collective Bargaining
Agreement, ratified by the Village on October 28, 2010 and the employees of the
Bargaining Unit on November 9, 2010; and
WHEREAS, Articles 30 and 34 of the Collective Bargaining Agreement make
provision for reopened negotiations of Article 30, wages, and
WHEREAS, the parties have engaged in Collective Bargaining and have reached
a tentative agreement as hereinafter described.
NOW THEREFORE, the parties agree as follows:
1. The foregoing whereas clauses are true and correct.
2. Paragraph 1 of Article 30, Wages, is amended as follows:
Effective October 1, 2011, each employee, on the employees
anniversary date or date of promotion, may advance one step in the
pay plan, last amended for fiscal year 2010-2011 and attached hereto
as Exhibit A, subject to performance as stated in Section 2. As
provided in Article 34, the parties will re-open negotiations for this
Article for year three of the Agreement.
3. All other provisions of Article 30 remain as stated.
4. All references to Public Safety Director in the Agreement shall mean the
Fire Chief.
5. The reference to 2009-2010 on the approval of/signature page is deleted
and replaced with 2010-2013.

APPROVAL/SIGNATURE PAGE
Pursuant to Florida Statute 447.309, the VILLAGE's Chief Executive Officer and the
UNION's Bargaining Agent hereby confirm that the foregoing represents the First
Addendum to the 2010-2013 Collective Bargaining Agreement reached by the Village
and Union negotiators through collective bargaining.
This Addendum shall not be binding until it has been ratified by the Village Council and
by the employees who are members of the bargaining unit.
