A. Marks, Councilman Mayor Broom called the Regular-Session to order at 7:30 p.m. ROLL CALL A11 members of the Council were present except Councilman Marks . Vice Mayor Kazimir gave the invocation and Councilman Nk~ore INVOCATION & led the Council and the public in the Pledge of Allegiance PLEDGE OF to the Flag. 'MINUTES President Pro Tem Love moved that we move Item 6 (c) (Local ITEM MOVID FRCM Government Comprehensive Planning Act Grant) from the arorkshop WORKSHOP TO session agenda to Item 12 (a) on the regular session agenda. RRriR.AR ' The motion was seconded by Vice Mayor.Kazimir anal all present voted aye. Dr. Howard V. Hotter presented a petition to the Village Council PETITION RE requesting that the Parker Bridge on U. S. Highway 1 in North PARIO;R BRIDGE Palm Beach be opened only on the hour and half-hour year round, OPENINGS not only between November 15 and April 15. Dr. Morter was informed by the Village Manager that the subject had been presented to the Coast Guard approximately one year ago, and that the Village staff was working with the Florida Depart- ment of Transportation and the Coast Guard to facilitate the change in scheduling as requested in Dr. Morter's petition, and that copies of the petition will be forwarded to the Coast Guard for their information. Minutes of Regular Session FTelci Thursday, Mardi 13 r 1980 Page 2 U Vice Mayor Kazimir moved that we accept the recommendation of the North Palm Beach Country Club Advisory Board that the tee markers (first tee) be angled approximately twelve degrees to the left and that the out-of-bounds markers be moved twenty yards to the west, for a period of two weeks, in order to determine whether this will alleviate the situation; and that during this time the number of golf balls coming onto the tennis courts will be monitored. The tmtion was seconded by President Pro Tem Love and all present voted aye. CC AD. BD. RECONN~IDATION ACCEPTID Vice Mayor Kazimir moved that the recommendation of the Planning PLANNING COMM. Commission concerning adoption of the proposed Sign Code as RECONA~IDATION presented and corrected be placed on Council's wrorkshop session TO BE PIACID ON agenda of March 27, 1980. The motion was seconded by President 3/27/80 wORILSHOP Pro Tem Love and all present voted aye. ~ motion oi; Councilman Moore, seconded by Vice Mayon Kaz~.mar, all present voting aye, Bill No. 345 entitled; AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REGULATIIVG CONDUCT AT THE NORTH PAL'~I BEACH COUNTRY CLUB, PROVIDING FOR ENFORCEMENT, REGULATING HOURS OF USE OF VARIOUS COUNTRY CLUB FACILITTF.S, AND PRESCRIBING PENALTIES FbR THE ViOIATION OF ITS PRO- VISIONS was placed on second reading and read by title alone. Vice Mayor Kazimir moved that Paragraph 2(a)(1) of Bill No. 345 be amended as follows: 'The golf course at the Village of North Palm Beach Country Club, including all tees, fair- , ways, greens and rough areas during the period from one (1) hour after sunset to one (1) hour before sunrise each day." The motion was seconded by Councilman Moore and all present voted aye. Thereafter Council voted on the main option as amended cdnich passed vnaniimusly. Cn motion of Councilman Moore, seconded by Vice Mayor Kazimir, all present voting aye, Bi11 No. 345 was adopted as Ordinance No. 5-80. On motion of Vice Mayor Kazimix, seconded b President Pro Tem Love, all present voting aye; Bi11 No, 346 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BFACH, FLORIDA, AMENDING THE NORTH PAT1~I BEACH COUNTRY CLUB BUDGET FOR FISCAL YEAR 1979-80 BY INCRFAS]NG THE UNAPPRO~TA'~ REVENUE AND THE E}0?EENNSES OF THE NORTH PALM BEACH COUNTRY CLUB BY $20,852.00 was placed on first reading and read by title alone. On motion of Councilman Moore, seconded by vice Mayon Kazimt'r, all present voting aye, Bi11 No, 347 entitled: AN ORDINANCE OF THE VTT7A(;F OF NORTH kAZN1 BEACH, FLORIDA, AN~NDTNG THE GENERAL FUND FOR FISCAL YEAR 1479-80 BY INCREASING THE REVENCTE AND EXPINSES By $5,430.00 was placed on first reading and read by title alone. The vntion was seconded by Vice Mayor Kazimir and all present voted aye. Cotmcilman Moore moved that we delegate the Mayor and the ' Village Clerk to sign a contract with Barker, Osha & Anderson, Inc. to complete the study and printing of the Comprehensive Update Plan. The motion was seconded by President Pro Tem Love and all present voted aye.
