Collins, Deputy Village Clerk Mayor Brown called the Regular Session to order at 7:32 p.m. ROLL CALL All members of the Council were present. Mayor Broom, on behalf of the Village, presented a Certificate CERT'g'ICATE OF of Appreciation to Mrs. Helen ~mendola for her many years of APPRECIATION - dedicated service to the North, Palm Beach Library. Mrs. Amendola HELEN AMEPIDOLA is retiring effective February 29, 1980. Mayor Brown read and signed Z'roclamatiar~ on t'Red Cross Mpnth," PROCLAMATION - which is the month of March. Mr. Natt Burbank, Red Cross RID CROSS MONTH volunteer, was present to accept the Proclamation, and he gave the Mayor a Red Cross Flag which. is to be flown at Vi_7-lage Ha11 for the mrmth of March. Vice Mayor Kazimir made the following statement for the record: VICE MAYOR KAZINffR'S BAs many of you know, I am not going to seek re-election 'SPim-IE~ CRE FOR this time. There are two reasons for this. First, the company I work for, Solar Development, is in a rapid expansion phase and I will be very, very busy with my job. In addition to that I will be participating in the protection of lives of unborn children. Since this is an election year, we will be supporting candidates that have this saw feeling. This will be my coannnity work for the next year and it will keep me very busy; but there is one th' v I would like to leave with you before I go. we have an asset here in the Village that I don't think is recognized as it should be. I firmly and sincerely believe that we have an exceptionally fine Village staff. The;' are all highly competent, dedicated, professional individua7.s who do a great job. I have been working with them for atrrrst four years and they are a joy to work with. I think the taxpayers should be very proud of them. I Lamow I am." RECOI`~`9II`DATION Library Advisory Board that the Village Council not enter into a Library Service Agreement with the County for the balance of APPR.OVID this year, and that the Village staff be directed to pursue the potential for an agreement for the fiscal year beginr~ng October 1, 1980. The motion was seconded by Councilman Moore and all present voted aye. The motion was seconded by Vice Mayor Kazimir and all present voted aye. President-Pro Tem Love moved that we approve the above request NCTA REQUEST The imtian was seconded by Councilman Marks and of the NCTA TO HOLD . all present voted aye. TEC~IIS ~~ MENT APPROVID President Pro Tem Love unved that Bi11 No, 344 entitled: NDTIO~iT DIED FOR LACK OF A AN ORDINANCE OF THE VIIZAGE OF NORTH PALM BEACH, SECOND FLORIDA, AMENDING THE NORTH PALM BEACH BUDGET FOR THE FISCAL YEAR 1979-80 BY INCREPSING THE ESTLMATID REVENilES AND APPROPRIATIONS OF THE GENERAL FUND BY $50, 794.00 be tabled. The motion died for lack of a second. Councilmmz Moore moved that B%11 No. 344 be disapproved. BILL 344 The motion was seconded by Cotmcilman Marks and all present DISAPPROVID voted aye. ' Councilman Marks moved that Bill No. 345 entitled: MOTION TO PLACE BILL AN ORDINAICE OF THE VILT P,GE OF NORTH PRIM BEACH, 345 ON 1ST FLORIDA, REG[JLATING CONDUCT AT THE NORTH PALM BEACH READING COUNTRY CLUB, PROVIDING FOR ENFORCII"T~1T, REG[TLATING HOURS OF USE OF VARIOUS COUNTRY CLUB FACILITIES, AND PRESCRIBING PENALTIES FOR THE VIOLATION OF TTS PROVISIONS be placed on first reading and read by title alone. The motion was seconded by Vice Mayor Kazimir. Crnmci7man Moore moved to amend Bill No. 345 as follows: BILL 345 AP~IDID In Sec. 1: " 2. Hours "(a) Be physically present on: "(1) The golf course at the Village of North Palm Beach Country Club, including all tees, fairways, greens and rough areas one hour after stmset and one hour before sunrise each day. ' "(2) Other areas at the North PalJn Beach Country Club, including the clubhouse, fermis facilities, swinming pool. area and Winter Club except during daylight and during tYte hours of one hour after sunset hotxs , and one hour before sunrise as the premises are lighted and use thereof bas been expressly approved by the Vi_11age Minutes of ~.tegula~ Session He1d~Thursday, February 28, 1980 Page 3 for the Country Club Restaurant, bar facilities, ~urinan;ng pool area, tennis courts, golf course, driving range and the Winter Club. The opening and closing hours for such latter areas shall be posted at the main entrance to the facilities for public information. One hour before sunset and one hour before sunrise, all portions of the North Palm Beach Country Club which are not lighted and permitted for ' use as described above, shall be closed to the public, and no person or persons shall walk or be upon any portion of the Country Club premises ~,~nich is closed to-the public during those hours." The motion was seconded by Council- man Marks and all present voted aye. Vice Mayor Kazimir moved that we approve the emergency repair ' of one 1975 International Truck (.Garbage Packer), in the amount of $1,830.48, to be expended from Account No. 33-534- 46.10 (R & M Automotive). The motion was seconded by President Pro Tem Love and all present voted aye.
