Vice Mayor Kazimir called the Regular Session to order at 7:30 ROLL CALL
p.m. All members of the Council were present.
Mayor Brown asked Vice Mayor Kazimir to chair the meeting
because he had severe laryngitis.
Councilman Marks gave the invocation and Councilman Moore led IlWOCATION &

Vice Mayor Kazimir read a Proclamation proclaiming February PROG72S9ATION -
29, March 1 and 2, 1980, as 'Tootsie Roll Weekend" which urged "TOOTSIE ROLL
all citizens to support the Knights of Columbus in their effort WEE[~[~ID"
' to raise funds for the Association of Retarded Citizens.
Mr. Howard Lebrecht, Director of Operations, Inter-City First IlVTER-CTI'Y'S
Aid Squad, appeared before the Village Council soliciting its "SPONSORSHIP 80"
support for "Inter-City's Sponsorship 80...An Interest in
Tnter-City", which would provide unlimited emPxgency service
to any hospital in the north county area for an annual sponsor-
ship rate. The Council instructed the Village Attorney to
prepare-a resolution concPn+~ng this for Council's workshop
sessi_on of February 28, 1980.

~~I will not seek re-election. I have certainly enjoyed
serving on the Council of North Palm Beach for the past
two years. Many t~zings have been accomplished I am proud
to have been a part of. I voted solely to the best of my
ability for the interest of North Palm Beach. I love this
Village and I hope it will stay a place we will always be
proud to live in. I want to thank all of you on the Council
for. having the privilege of working with all of you. I wish
all of you continued success and interest in our Village.
' I thank you, Dolores; I thank you, Paul; I thank you, Herb,
for all your help. You all have been an inspiration to me
and have been a big help to all of us. I thank all of you
for the. experience that we have shared together. Please call

The Village Council did not take a vote on the recommendation PLANNING
of the PLanning Commission concerning an amendment to the Code COMMISSION'S
which would require that the Planning Commission consist of seven RECCMP'~IDATION
mr~bers and that the required quorum be a mdnimum of three memUers. DISAPPROVID
However, they imaniumusly disapproved the recoianendation.

There was an article that appeared in the Palm Beach
' Post on January 27, 1980 stating in essence that over a
period of time the state would acquire the (Air Force
Beach) property at probably one-half of what the selling
price wrould be and the county would, in turn, get certain
property from the state and it would be sort of an even
swap by the times they-got finished with it. Also, the county
would buy the Peanut Island property and make it a county park
rather than a state park. As this went on we found out that
there would be a 50/50 venture. There was also a letter
from County Administrator, John Sansbury, to Ney Landrum,
Director, Division of Recreation and Parks, Department of
Natural Resources, State of Florida, dated January 29, 1980
which states:..'Due to unauthorized release of this confidential
information by the Palm Beach Port Authority, Director Frank
Donohue, (Attactm~nt A), the Village of North Palm Beach learned
of portions of our discussion through the news media. They are
very upset about the mPanG in which the partial information was
brought to them and rightfully so-~ They, of course, are unaware
of the cotmty's deep concern, expressed in our meeting, that the
property be developed in a maxmer that is acceptable not only to
the state, but also to the Village as well as the county. Due
to this unfortunate situation, Commissioner Evatt and I agree
that a fourth condition should be placed on the project. This
fourth condition would be a tri-party agre~nt where all three
' govemT+~ntal authorities share equally in the planned development
of the property with the Village having the final permitting
authority as the local unit of gove„m~nt. I hope this additional
condition mEets with your approval. If you have any questions,
please advise."
we did not learn of any of this until it came out in the news-
paper. I would just like to have this letter placed in the
official record and I have copies of it for anyone who would
like to have one.
A copy of the letter and the newspaper article are attached
to the minutes of this meeting.

seconded by Mayor Brown and all present voted aye.

The purpose of this letter is to summarize our. discussions
with you on 3anuary 25, 1980, in Commission Peggy Evatt`s
office, regarding the purchase of Air Force Beach and
Y4unyon Island. Those items agreed upon at the meeting
were as follows:
1) That the County and the State would .jointly purchase
.4ir Force Beach and Munyon Island, on a 50/50 basis,
at its fair market value with the title of the property
to be held by the County. (The County's most recent
appraisal values, the property. at apgroximately $23
Million. The State would intent to use some $2 Million
presently budgeted 'for the development of Palm Pines
State Park as part of the State's 50`~ match}.,

2) Once the County acquires title to the property it azould
lease/sell the property to the State over a two to
three year period with the title remaining with the
County until final payment.. The sales price would be
the County`s investment in the property (50% of purchase
price). In lieu of an all cash payment for the County's,
investment in the property, the County would accept
title to .Palm Beach Pines State Park, valued at approxi-
mately $7 Million, as down payment with the remainder
in cash over a two to three year period..

3) As a condition of .the State's participation in the above_
the County agrees to acquire Peanut Island for a price "
not to exceed $910,000.
The County realizes that these terms are merely at .the pro-_
posal stage and confirmation and approval would be required
from'the DTdR Executive Director. Dr. Elton Gissendanner and
the-State Cabinet as well as the Board of County Commissioners.
