01-10-1961 VC REG-Mn u MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD January 10, 1961 Present: Walter E. Thomas, Mayor Louis J. Aiello, Councilman Emery J. Newell, Coundlman Albin R. Olson, Village Manager and Clerk C. Robert Burns, Village Attorney Absent: William Young, Vice-Mayor ' Frank J. Hahn, Coundlman Mayor Thomas called the meeting to order at 8:00 p.m. and requested the Clerk call the roll. Mayor Thomas requested the Clerk to r ead the minutes of a regular meeting of the Village Council held December 13, 1960. The minutes were approved as • read. The Treasurer submitted the Following report: TREASURERS REPORT January 10, 1961 CASH ON HAND, December 9, 1961 $ 1y6,9~t3.1-~s ADD: Income December 9 - January 10 10,385.33 ~ 57,328.77 ' DEDUCT: Disbursements December 9 - January ZO 32,347.76 BALANCE, January I0, 1961 $ 24,981.01 A letter of resignation was received from Dr. J. Edwin Obert, Director of Civil DeFense. The Council accepted Dr, Obert~s resignation with regret and in- structed the Village Clerk to write the Doctor expressing the appreciation of the Village For his services during the past three years. Mayor Thoaas proclaimed the week of January 15 to be designated AID TO THE BLIND WEEK within the Village. On motioa of Councilman Aiello, seconded by Councilman Newell, all members • voting aye, proposed Resolution #97 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FIARIDA, APPOINTING A ZONING COMMISSION AND A ZONING BOARD OF ADJUSTMENT was adopted. ' On motion of Councilman Newell, seconded by Councilman Aiello, all members voting aye, proposed Resolution #98 entitled A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CONCERNING MUTUAL POLICE AID AND PROTECTION WITH THE TOWN OF LAKE PARK, PALM BEACH COUNTY, FLORIDA was adopted. On motion of Councilman Newell, seconded by Gouncilman Aiello, all members voting aye, proposed Resolution #99 entitled: -1- r~ u A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, CONCERNING MUTUAL F~tE FIGHTI[dG AID AbID PROTECTION WITH THE TOWN OF LAKE PARK, ' PALM BEACH COUNTY, FLGRIDA was adopted. On motion of Councilman Aiello, seconded by Councilman Newell, all members voting aye, proposed Ordinance #60 entitled AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, AMENDING ORDINANCE N0. 20, BEING THE COM~FHFr7SIVE ZONT~IG ORDINANCE OF THE VILLAGE BY REbKlVING CERTAIN PROPERTY FROM THE R-2 MULTIPLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY R-1 SINGLE FAMILY DWELLING DISTRICT; BY REMOVING CERTAIN PROPERTY FROM THE R-1 SINGLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY ClA LIMITED COMMERCIAL DISTRICT; BY MODIFYING THE PERMITTED USE OF PROPERTY ZONED C1A LIMITED COMMERCIAL DISTRICT; BY DZRECTING THE VILLAGE CLERK TO BRING THE OFFICIAL 20NING MAP INTO • CONFQRMANCE HERE'r1ITH; AND BY PROVIDING FOR AN EFFECTIVE DATE HEREOF was placed on first reading and read in full. On motion of Councilman Newell, seconded by Councilman Aiello, all members voting aye, proposed Ordinance #61 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 1 OF QRDINANCE N0. 31 OF SUCH VILLAGE, PASSED FEBRUARY 25, 1958, AS AMENDID BY ORDINANCE N0. 52 OF SUCH VILLAGE, PASSID JULY 12, 1960 SO AS TO ESTABLISH A BULKHEAD LINE FOR AN AREA OF THE VILLAGE NOT HERETOFORE COVERID BY A BULKHEAD LINE; AND FOR OTHER PURPOSES ' was placed on first reading and read in full. The Village Manager requested permission to depost those funds necessary to meet the monthly note payments due on the Village Hall Mortgage for the remainder of the fiscal year with a Savings and Loan Association in order that the Village receive interest on this fund. The Village Attorney was requested to prepare the necessary resolution for Council consideration. The Village Manager read a letter from the Passionist Fathers requesting permission to install a septic tank at their proposed Monastery to be located oa U. S. Highway #1 north of the Intracoastal Waterway. The matter was referred to the Village Attorney for study. Councilman Aiello requested the Village Manager look into the matter of fire k~ydrants being improperly installed by North Palm Beach Utilities, Inc., and . to report his findings. On motion of Councilman Newell, seconded by Councilman Aiello, all members voting aye, the list of accounts payable was approved for payment. The Village Manager was instructed to survey the property owners of the Crown Estates area to determine their interest in having the drainage canal replaced ' by underground culvert.
