06-24-1958 VC REG-M MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD AT THE NORTH PALM BEACH COUNTRY CLUB JUNE 24, 1958 Present: Absent: Richard E. Ross - Mayor Jay H. White -Vice-Mayor Charles A. Cunningham - Councilman John A. Schwencke - Councilman Wallis E, Schulte for C. Robert Burns - Village Attorney Albin R. Olson - Village Manager Village Clerk Herbert A. Ross - Councilman Mayor Ross called the meeting to order and requested the Village Clerk call the roll, Mayor Rosa requested the Village Clerk read the minutes of a regular meeting to the Village Gouncil held on May 27th, 1958. On motion of Councilman Schwencke, seconded by Councilman Cunningham, all members voting aye, the minutes were approved as read. Mayor Ross announced the village would sponsor a fireworks display for village residents at the North Palm Beach Country Club on Fourth of July. The Mayor noted the North Palm Beach Lions Club planned to sponsor a get-together prior to the fireworks display and expressed the hope that as many families as could would attend the program, The Village Clerk read a letter addressed to the Council from Mr. L. E. Dickerson, Village Building Official, expressing his desire to resign effective not later than July 31st. Mr. Dickerson stated his desire to resign was prompted by his wife~s illness. On motion of Councilman Schwencke, seconded by 4ice-Mayor White, all members voting aye, the resignation was accepted with regret. Mr. Thomas G. Hart, Jr., Chaii^~nan of a committee appointed to survey the village residents concerning their thinking with regard to a library program proposed by the Palm Beach County Library Association reported the survey had been completed and that some 90~ of the residents were in favor of the program. On motion of Vice-Mayor White, seconded by Councilman Cunningham, all members voting aye, the follotaing report of the Village Treasurer was approved: TREASURER'S REPORT June 24, 1958 CASH ON HAND, May 27th, 1958 ADD: Permits 1,391.85 Occupational I3censes 345.00 Taxes 270.50 Individual Registration 3.00 Dog Licenses 27,00 Borrowed - Riviera Beach Bank 10,000.00 DEDUCT: Disbursements ' May 27th, 1958 - June 24th, 1958 BALANCE, June 24th, 1958 ~ 836.39 12,037.35 12,873.74 8,355.55 X4,518.19 On motion o£ .Councilman Schwencke, seconded by Vice-Mayor White, all members voting aye, a proposed resolution No. 113 entitled: A RESOLUTION OF-THE VILLAGE COUNCIL OF THE VILLAGE OF NQRTH PALM BEACH, FLORIDA, CREATIiQG A CIVIL DEFENSE COUNCIL FOR SAID VILLAGE was adopted. The Village Manager read and distributed to the Council the Statistical Data Report for the month of May, 1958. ' The Village Manager recommended the Council consider the feasibility of an ordinarc e setting certain sanitary standards for business establishments to be located within the vil- lage. The Council requested the village manager consult with the village attorney and have a proposed ordinance prepared £or council consideration. The matter of the need for an ordinance prohibiting house-to-house soliciting within • the village was brought up by the village manager in view of several citizen requests that such an ordinance be considered. The village manager was instructed to survey the village residents regarding their thinking in the matter and report this findings to the Council. The village manager was authorized to enter into an agreement with a ma3or oil company to Furnish a=private gasoline supply tank for the exclusive use of village operated vehicles. On motion of Councilman Schwencke, seconded by Councilman Cunningham, all members voting aye, the list of accounts payable submitted was approved. There being no further business to come before the Council, on motion of Councilman Cunningham, seconded by Vice-Mayor White, all members voting aye, the meeting was adjourned at 9:15 p.m. to meet at 8:00 p.m., July 22nd., 1958, at the North Palm Beach Country Club.
