05-27-1958 VC REG-M• MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD AT THE NCRTH PALM BEACH COUNTRY CLUB MAY 27, 1958 ' Present: Richard E, Ross - Mayor Jay H, White - Vice-Mayor Herbert A, Ross - Councilman John A. Schwencke - Councilman Wallis E, Schulle for C, Robert Burns - Village Attorney Albin R. Olson -Village Manager and Village Clerk ' Absent: Charles A. Cunningham - Councilman Mayor Ross called the meeting to order and requested the Village Clerk call the roll. Mayor Ross requested the Village Manager read the minutes of a regular meeting of • the Village Council held on May 13, 1958. On motion of Councilman Schwencke, seconded by Councilman Ross, all members voting aye, the minutes were approved as read, Ma3ror Ross informed the Council he had no report to make at the time. The Village Clerk read a letter addressed to the Mayor from the Association of Municipalities of Palm Beach County requesting the village aid in supporting the Association during its forthcoming fiscal year by payment of dues in the amount of ~11~.00. On motion of Councilman Schwencke, seconded by Vice-Mayor White, all members voting aye, payment of the requested dues was authorized. On motion of Vice-Mayor White, seconded by Councilman Ross, all members voting aye, the following report of the Village Treasurer was approved: TREASURER'S REPORT May 27, 1958 CASH ON HAND, May 13, 1958 ~3,015.1l~ ADD: Permits 427.95 Occupational Licenses 581,25 Taxes 58.50 Dog Licenses x.00 Insurance Dividend 57,60 1;129.30 • DEDUCT: Disbursements May 13, 1958 - May 27, 1958 3,308.05 BALANCE, May 27th., 1958 X836.39 ' On motion of Councilman Schwencke, seconded by Councilman Ross, all members voting aye, proposed Resolution ~l~2 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO BORROW THE SUM OF TWEDtTY-FIVE THOUSAND DOLLARS 025,000.00} IN ANTICIPATION OF RECEIPT OF TAKES TO BE LEVIED FOR THE CALENDAR YEAR 1958 was adopted. On motion of Councilman Ross, seconded by Councilman Schwencke, all members voting aye, proposed Ordinance }~33 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, REGULATING THE ERECTION, CONSTRUCTICN, LOCATION AND MAIN- TENANCE OF SIGNS WITHIN THE LIND:TS OF THE VILLAGE; DEFINING CERTAIN ' TERMS; PROVIDING FOR THE POSTING OF BONDS OR INSURANCE POLICIES; PROVIDING FOR THE ISSUANCE OF PERMITS AND FEES TO BE PAID IlV CONNEC- TION THEREWITH; PRESCRIBING A PROCEDURE FOR INSPECTICN; ESTABLISHING PENALTIES FOR VIOLATION OF THE PROVISIONS OF THIS ORDINANCE; REPEALING ORDINANCES IN CONFLICT HEREWITH, SUBJECT TO CERTAIN EACEPTIONS; AND FOR OTHER PURPOSES was placed on second and final reading and as amended read in full. ' On motion of Councilman Ross, seconded by Councilman Schwencke, all members voting aye, proposed Ordinance #33 (See Ordinance Book No.~, Page No. ) entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, REGULATING THE ERECTION, CONSTRUCTION, LOCATION AND MAIN- TENANCE OF SIGNS WITHIN THE LIMITS OF THE VILLAGE; DEFINING CERTAIN • TERMS; PROVIDING FOR THE POSTING OF BONDS OR INSURANCE POLICIES; PROVIDING FOR T~ ISSUANCE OF PERbD_TS AND FEES TO BE PAID IN CONNEC- TION THEREWITH; PRESCRIBING A PROCEDURE FOR INSPECTION; ESTABLISHING PENALTIES FOR VIOLATION OF THE PROVISIONS OF TN_IS ORDINANCE; REPEAL- ING ORDINANCES IN CONFLICT HEREWITH, SUBJECT TO CERTAIN E%CEPTIONS; AND FOR OTHER PURPOSES was enacted. The Village Manager recommended the Council consider the appointment of a Director - of Civil Defense to organize, administrate and operate a local organization which would function in time of emergency. The need was stressed for having an emergency organization and plan in readiness particularly during the hurricane season. On motion of Councilman Ross, seconded by Councilman Schwencke, all members voting ' aye, the village attorney was requested to prepare a resolution appointing a Civil Defense Council in North Palm Beach. Mrs. Harry Athan, l~00 Ebbtide Drive, cited the need for a village ordinance similar to the Dog Ordinance regulating cats within the village. The Village Manager was instructed to investigate the practice in other communities and report to the Council. Councilman Ross reported the village government was imrestigating the possibilities of the village obtaining federal fumes to construct recreational facilities previously proposed by the Village Manager. He mentioned the possibility of including complete street lighting facilities in the program. • There being no further business to come before the Council, on motion of Councilman Schwencke, seconded by Vice-Mayor White, all members voting aye, the meeting was adjourned at 9:15 p.m. to meet at 8:00 p.m., June 2~, 1958, at the North Palm Beach Country Club. \..~Xk9~..... \'~. t..-S~Cocn...
