01-14-1958 VC REG-MPage • MINUTES OF A REGULAR MEETING OF THE YTLLAGE COUNCIL OF NORTH PALM BEACH HELD AT THE NORTH PALM BEACH COUNTRY CLUB JANUARY 14, 1958 ' Present: Richard E, Ross, Mayor Jay H. White - Yice Mayor Charles A. Cunningham - Councilman Herbert A. Ross - Councilman John A, Schwencke - Councilman C, Robert Burns - Village Attorney Albin R. Olson - Village Manager Robert C, Tufford -Village Clerk ' Mayor Ross called the meeting to order and requested the clerk call the roll. Mayor Ross requested the clerk read the minutes of a regular meeting of • the Village Council held on December 10, 1957, On motion of Councilman Schwencke, seconded by Vice-Mayor White, all members voting aye, the minutes were approved as read, Mayor Ross requested the Clerk read the minutes of a special meeting of the Village Council of North Palm Beach held in the Village Hall Council Chamber, December 30, 1957. On motion of Councilman Schwencke, seconded by Councilman Roas, all members voting aye, the minutes of the special meeting were approved as read, Mayor Ross complimented the village residents for the excellent manner in which they decorated their homes during the Christmas season. The Mayor announced that the home of Mr. Joseph Immordino, 1~1y0 Gulf Road, was selected by the appoint ed committee as the most attractively decorated home during the Christmas season and awarded him the $50 War Bond prize. Mayor Ross complimented the Volunteer Fire Department for arranging the Christmas party for the village children. Mayor Ross requested the clerk read the following proclamation designating the week of January 19-25 as Aid to the Blind Week, PROCLAMATION WHEREAS, Lions Industries for the Blind serves the blind or partially sighted of all ages, regardless of race or creed, in Palm Beach County and adjacent counties: and • WHEREAS, to carry on and expand this vital work it is necessary that public spirited citizens contribute thereto: NOW, THEREFORE, I, RICHARD E. ROSS, as mayor of the VILLAGE OF NORTH PALM BEACH, FLORIDA, do hereby give notice and make proc- lamation that the week beginning Sunday, January 19, 1958, and ' ending Saturday, January 25, 1958, has been and the same is here- by designated as AID TO THE BLIND WEEK, during which time Seals will be made available to the public by mail. On motion of Councilman Cunningham, seconded by Councilman Schwencke, members voting aye, proposed ordinance #28 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, PROVIl)ING FOR THE LICENSING OF ALL DOGS WITHIN THE CORPGRATE LIMITS OF SAID VILLAGE; PROVIDING FOR RABIES INOCULATION AS A PREREQUISITE TO SUCH LICENSING; PROHIBITING DOGS FROM RUNNING AT LARGE; AUTHORIZING THE IMPOUNDING OF DOGS UNDER CERTASN CIRCUMSTANCES; PROVIDING FOR THE RIDEMPTIOPd.:OF IMPOUNDED DOGS AND FOR THE DISPOSITION OF UNCLAIMED DOGS; PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE; ESTABLISHING PENALTIES FOR VIOLATION OF THE PROVISIONS THEREOF; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT TfiER,EWITH was placed on first reading and read in full. Following the reading of proposed ordinance #28, the Village Attorney was questioned by the Council and_from the floor concerning the interpretation of various sections of the ordinance as read, The Statistical Bata Report for the month of December was distributed to the Council by the Village Manager, The Village Manager announced he was in communication with the State Road Department concerning the placing of traffic signal lights at the intersection of village streets with U. S. Highway #1, and that a traffic count would be arranged to determine the need for such signal lights. The matter of a basic street lighting program within the village was dis- cussed by the Council. On motion of Councilman Schwencke, seconded by Councilmai Cunningham, all members voting aye, the Village Manager was instructed to recom- mend a street lighting program at a cost not to exceed X3,000.00, The Village Manager read a letter received from the Southern Bell Tele- phone Company concerning proposals for a franchise agreement with the village. P_fter council discussion, the matter was referred to the Village Manager with instructions to negotiate further with the Southern Be11 Telephone Company, On motion of Councilman Schwencke, seconded by Councilman Ross, all members voting aye, the attached list of accounts payable in the amount of $2,591.82 were approved for payment, Page • Mr. Charles Bowman, 1136 Flotilla Road, congratulated the Council for the manner in which the Village Hall was decorated during the Christmas season, and expressed the thanks o£ the Volunteer Fire Department for the Council's cooperation in arranging the village Christmas party. ' Mr. Joseph Tulino, 5011 Bay Road, questioned the Council concerning Village franchise agreements and the Council's plans for deficit financing during the cur- rent fiscal period, Mr. Harold Beery, 516 Bay Road, questioned the Council as to whether or not the matter of purchase of the Village Hall could be acted on by referendum at ' this time. Councilman Schwencke explained the purchase option provided for a referendum prior to January, 1961, at such time as the financial capabilities of the Village would be more clear, Mr. Louis J.
