• MINUTES OF A REGULAR MEETING OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH
HELD AT THE NORTH PALM BEACH COUNTRY CLUB --
NOVEMBER 26, 1957, at 8:00 P,M,

Mayor Ross called the meeting to order and requested the Clerk call the
Mayor Ross requested the Clerk to read the minutes of a regular meeting of
the Village Council held on November 12, 195?. On motion of Councilman Schwencke,
seconded by Vice-Mayor White, all members voting aye, the minutes were approved
as read.
Mayor Ross called the council's attention to a statement appearing in the
Palm Beach Post-Times by Mr, Joseph Alvarez, Chief Sanitarian of the Pal Beach County
Health Department, pointing out that United States Government Sanitation Engineers
after having inspected the Village of North Palm Beach had opinioned that the Village
was the most ideally developed community in the United States.
' A letter received £rom R, M. McClintock, Secretary, Joint Cooperative Com-
mittee, enclosing a copy of a Licensing Ordinance prepared by the Building 0£ficials
Forum, was read by the Village_Manager. Mayor Ross appointed Councilman Schwencke
a committee to study the prepared ordinance,
A letter from Thomas B. Manual, Chairman, Florida Turnpike Authority,
acknowledging receipt of Village Resolution #35 was read the Council. Resolution
#35 requested the Turnpike Authority add the name of North Palm Beach to the list
o£ cities and towns for which directional signs were to be erected at the 'West Palm
Beach and Jupiter interchanges.
The matter of a committee report concerning a proposed sign ordinance was
held in abeyance pending further study. Councilman Ross reported the proposed
ordinance required considerable time for study because of its length and detail.
On motion of Vice-Mayor White, seconded by Councilman Ross, all members
voting aye, the following report of the Village Treasurer was approved:

• Mr. B. V, Correll, District Manager, and Mr. R, D. Cox, Sales Engineer,
Florida Power and Light Company, appeared before the council to discuss costs and
type of street light systems available under the Florida Power and Light Municipal
Street Light Contract, Vice-Mayor White and Councilman Ross were appointed a com-
mittee to study the matter further with the Florida Power and Light Company.
' The Village Manager was requested to sedure proposals for the village
insurance polices shortly due for renewal.
The village manager reported the audit currently being made of village
accounts would be completed by November 30th.
The matter of the need for an ordinance regulating dogs running at large
within the village was discussed. The Village Manager reported numerous complaints
had been received. Mayor Ross suggested a notice be sent to dog owners requesting
they cooperate by not permitting their dogs to run at large without control.
• The Village Manager discussed the need for part-time additional help to
assist the police deliver resident mail during the Christmas season. On motion of
Councilman Schwencke, seconded by Vice-Mayor White, all members voting aye, the
Village Manager was authorized to employ on a part-time basis an individual to
assist the police in delivering resident mail during the Christmas season. The
employee is to be paid at the same hourly rate as the police patrolmen.
The Village Manager was instructed to advertise a public meeting to be
held for the purpose of considering amendments to the zoning ordinance.
Three sealed bids received for the installation o£ a proposed fire siren
' on, the water tower were opened by the Village Manager.' Because of a variance of
the bids £rom the specifications, Mayor Ross instructed the Village Manager to con-
tact the bidders and request resubmission on the basis of the required specifications.
The matter of issuing Occupational Licenses to contractors commcing work
during December was discussed. The Council authorized the Village Manager issue a
1958 license to those contractors applying for an occupational license during Dec-
ember and to permit these contractors to cormnence work.
The Village Manager informed the Council the cost of painting white traffic
lines in the center of Village Streets is estimated at X811. No action was taken.
• On motion of Councilman Ross, seconded by Councilman Schwencke, all members
voting aye, the following accounts payable were approved for payment:'

' Mr. Walter Thomas, 1108 Flotilla Road, addressed the Council requesting it
consider the adoption of an ordinance regulating dogs running at large, or enacting
some type of leash law. Mayor Ross appointed Councilman Cunningham and Councilman
Schwencke a committe to study the matter further and report its recommendations to
the Council.
' Mr. Joseph Tulino, 50l~ Bay Road, addressed the Council concerning rental,
utility, and employee charges assessed the Village by North Palm Beach Properties,
Inc. Councilman Ross stated the minutes of the previous meeting reflected the matter
in question was being held in abeyance solely for the purpose of awaiting reports
that had been requested from real estate appraisers and the Certified Public Account-
ant currently preparing the audit of village accounts. The matter is scheduled for
council consideration on receipt of the reports from the outside agencies.

• Mr. Fred Johnson, !{10 Anchorage Drive, addressed the council suggesting
consideration be given to the erection of blinker lights on U. S. Highway #1, at
the intersection of streets entering the Village. The Village Manager was instructed
to look into the matter and report to the Council.
' Mr, Charles A. Bowman, 1:36 Flotilla Road, addressed the Council suggesting
it consider requiring heavy truck traffic to use only certain streets within the
Village and prohibit through truck traffic on Lighthouse Drive. The Village Manager
advised that Lighthouse Drive had been closed to through truck traffic, and that be-
cause of the volume of home building currently under way on nearly all village streets
to limit truck traffic to certain streets only would not be feasible at this time.
' There being no further business to come before the Council, on motion of
Councilman Cunningham, seconded by Vice-Mayor White, all members voting aye, the
meeting was adjourned at 9:4.5 p.m.
